Sediment Evaluation Framework (SEF) Update • Goal of Regional Dredging Team and the Regional Sediment Evaluation Team is to produce a multi-agency consensus document which provides consistency to sediment testing guidelines for the region • Intent is to apply document throughout OR, WA & ID by all 3 Districts (Portland, Seattle and Walla Walla) to all permit applicants and Civil Works projects • Implementation Manual is currently the Interim Final Sediment Evaluation Framework (SEF) published in September 2006 • Comments received and will be addressed in the next draft version of the SEF • Contractors contributions will help finalize SEF (Subcommittees in place for Bioaccumulation, Chemical Analyte and Biological Testing)

SEF Update • What the Future Holds? • The RDT and the Corps recognizes the need to update the SEF given new science and research in the region • The goal: To continue to have yearly updates to the SEF and a yearly outreach meeting to allow public comment on any new information and updates to the SEF
Project Review Group Update • By the process and criteria set forth n the final SEF, the Project Review Group (PRG) will review and provide decision documents for all dredging work proposed in the region • PRG has increased transparency, consistency and coordination with applicants/consultants – applicants and consultants join weekly PRG calls. • Overall, the PRG effort results have been positive
PRG Update • August 2007- June 2008 Project Numbers • Since August 2007, 103 project have been submitted to the PRG • 99 Regulatory Project • 14 Port Projects • 6 - Port of Portland • 3 - Port of Vancouver • 2 - Port of Morrow • 1- Port of Kalama • 1- Port of Brookings • 1- Port of Siuslaw • 4 Federal Projects (CRCIP, MCR, Tillamook, Springwater)
PRG Update • 50 Applications – 49 met 30 day review requirement • 12 Level 1 Review (historical data review) – 11 met 30 day review • 16 Draft Sediment Analysis Plan Review – 14 met 30 day review • 17 Sediment Characteristic Review – 15 met 30 day review (2 SCR reviews were first SAP reviews) • 10 Other (Inquiries or project rescinded without submitting to PRG) • Results of PRG Effort to date: 86% complete within 30 days
