State Homeland Security Strategy • Originally drafted in 2003 by OJA • Currently being updated under the leadership of the Governor’s Homeland Security Council • Federal funding supports the strategy

Public Safety Interoperable Communications (PSIC) Grant • $15.3 million in one-time funding • Intended to implement the Statewide Communications Interoperability Communications (SCIP) Plan • 2 Investments • Mobile Communications Capability (WEM) • Build out statewide communications backbone (WISCOM)
Enables 3 simultaneous conversations, interoperability during large incidents • Uses standards-based trunking technology • Uses existing tower infrastructure and microwave connections • Provides statewide mobile coverage • Provides network to build out locally • Long-term cost savings for local governments through sharing of infrastructure WISCOM
