a.Basic Principle of Mitigation Program/Policy • President Regulation No. 61/2011 (RAN/RAD – GRK) • Integrating mitigation action into Development Planning • Consistency and continuation on funding and implementation • For quality development WELFARE IMPROVEMENT Cleaner quality of life, greener (no pollution and safe to environment), creating new economy activities increasing the number of employment and reducing poverty (Pro Growth, Pro Job, Pro Poor)
b.Peatland in the National/Regional Action Plan (RAN/RAD GRK) • Degraded Peatland Source of GHG Emission • Peatland is stated as one of the mitigation activities in President Regulation No 61/2011 (Article 2, Point 2.b)
a. BAU-Baseline from Forestry and Peatland Sector Source : National Working Group • Peatland and Forestry are in the one/same sector • Recapitulation of BAU-Baseline Forestry and Peatland sector for 33 Provinces
b. Emission from Peatland • Ministry of Agriculture has calculated GHG emission of 16 provinces from peatland (see chart below) • In the RAD GRK document, only 12 provinces accomodated GHG emission from peatland (Riau, Central Kalimantan, South Sumatera, North Sumatera, East Kalimantan, Aceh, West Sumatera, Lampung, Bangka Belitung and Bengkulu) Source : BBSDLP, Ministry of Agriculture
III. Mitigation Action in Peatland Area
b. Peatland Mitigation Action in the RAN GRK Example of Proposed Mitigation in the RAN GRK • Policies taken : • Maintenance of marsh reclamation network including existing peat lands • Enhancement of productivity and efficient production of agriculture on peat lands with lowest emission and absorb CO2 optimally
c. Mitigation Action in Local Level (RAD-GRK) Example of Proposed Mitigation in RAD GRK : South Sumatra • Sustainable peatland management for agriculture • Rehabilitation of Forest and peatland
a. Challenges of Peatlandin the RAN/RAD-GRK • Technology to measure emission from peatland (decomposition and peat fire) • Trade off between economic aspect of peatland (from agriculture and industry) and environment issues • Innovative technology and knowledge of local wisdom for sustainable peatland management • Synchronization of REDD+ into RAD-GRK
b. Follow Up • Detailing GHG emission from peatland area (within and outside forest area) • Increasing the quality and quantity of measurement and modelling data for peatland • Technology transfer on mitigation • Develop mitigation action in sustainable peatland management framework • Implement importance of sustainable peatland management in line with trade off between economic and environment issues • Synchronization of REDD+ into RAD-GRK • Develop regulatory framework for peatland management

Finalization Status of RAD-GRK Jambi, D.I.Y, Jateng, DKI Jakarta, Sulteng, Sumut, Kalbar, Kaltim, Sumsel, Sumbar, KepRi, Jatim, Gorontalo, Jabar, Sultra, Maluku, Sulbar, Bangka Belitung, Bali, Aceh, Sulsel, Bengkulu, NTT, Malut, Sulut, NTB, Kalteng, Lampung, Banten 29 province (after RAD-GRK and Governor Decree) 3 province (after RAD-GRK, in processing of Governor Decree) Kalimantan Selatan, Riau, dan Papua 1 province (Finalization process of RAD-GRK) Papua Barat National launching on 19 December 2012 in Jakarta
