FSIS & NCDA MPID have the authority to seize adulterated product in commerce
Plants initiate and are in charge of the recalls
Plants provide distribution information to FSIS or MPID
FSIS or MPID judge effectiveness of the recall and take actions accordingly

District where recall plant is located obtains distribution information and requests recall checks in plants in other districts
Distribution list is not released to public or media
Retail distribution list is released to public
6. Meat & Poultry Recalls NCDA & CS MPID perform recalls in state plants
MPID personnel get distribution information from plant, perform number of checks at direction of State Director
Recall checks carried out by MPID compliance and EIAO personnel: if needed other veterinarians and supervisors are used
In very large recalls (Castleberry, Westland-Hallmark), other NCDA & CS personnel utilized as well
7. Meat & Poultry Recalls Problems and Opportunities for future Small retailers and other food providers that do not utilize a food distributor do not receive recall information
Reach out and find these food providers (databases?)
Get them on a distribution list for recall
Because plant distribution information can not be released, creates delays and problems in identifying all the affected recall product
Distribution info problem magnified when the plant that is doing the recall produces mostly “wholesale” product for further processing at other plants. End product that must be recalled has different plant names, establishment numbers, dates, etc.
