Welcome remarks by Prof. Simeon Wanyama, Board Chairman, PPDA • Informed members that Uganda was hosting the EAPF for the 3rd time in the last 10 years; • Noted that the EAPFprovides a platform for member states to benchmark and share experience; • Highlighted the following emerging trends and challenges: • Contractor facilitated financing, • Sustainable public procurement, • Cross border/inter-state procurements, etc • Reminded participants of the following: • The EAPF presents a platform for delegates to digest some of these topical issues for proper management. • Theme: “Leveraging Technology for Improved Procurement Outcomes.” Web: www.ppda.go.ug; Email: info@ppda.go.ug

  3. Official opening remarks by the Minister of State for Planning, Hon. David Bahati • Congratulated PPDA for hosting the EAPF; • Commended the procurement regulators for benchmarking on the policies and strategies in the last 10 years so as to achieve the highest standards for procurement practices; • Informed the delegates of the following: • Government of Uganda was committed to the achievement of the East African Federation and the harmonization of policies; and • About the on-going infrastructural development that were bound to increase EAC integration • Highlighted a number of joint projects under implementation/consideration across the EAC borders • Noted that the government need answers from the delegates on how the joint awards of these public contracts can be done by contracting authorities from different Member States without encountering specific legal and operational challenges. • He declared the EAPF opened. Implementation Status of the Recommendations of the 9th East African Procurement Forum (EAPF) Held in Kigali-Rwanda in 2016 • There were 15 Resolutions of the 9th EAPF held in Kigali-Rwanda in 2016 • The 4 countries in the East African Region, with exception of Burundi, reported on the status of implementation of the resolutions made. • It was noted that the procurement laws have been amended as well as the guidelines/ policies Web: www.ppda.go.ug; Email: info@ppda.go.ug

  6. Performance beyond compliance in public procurement: Is technology a magic bullet?
