Refreshing Our Collective Memory…History of Project/Work Done to Date Five accident report categories targeted by team for update and standardization Accident Types – approved by NASBLA Membership (Sept 2012) Contributing Factors – approvedby NASBLA Membership (Sep 2012) Operation – final state review, then on to request for acceptance Activity – final state review, then on to request for acceptance Vessel Types/Sub-Types – final state review, then on to request for acceptance

  3. Refreshing Our Collective Memory…History of Project/Work Done to Date NASBLA Resolution 2012-3 In support of the Accident Reporting Terms and Definitions Project, the adoption of standardized terms and definitions by the U.S. Coast Guard, and actions to facilitate their application.

Refreshing Our Collective Memory…History of Project/Work Done to Date NASBLA Resolution 2012-3 Three Key Elements • Support for the project and its intent • Formal request to the USCG to incorporate each list of terms and definitions into national use after each list is accepted by NASBLA Membership as a “final work product” • Recommendation that ERAC/USCG continue work needed to develop training and guidance for the states regarding the use of these terms and definitions

More consistent report data + More complete report data + More accurate report data GOES A LONG WAY TOWARD More meaningful statistics and analysis THAT, IF USED, SHOULD RESULT IN More effective interventions… at State and National levels

Clarity Distinctiveness Relevance Afford better access to and analysis of data Formatting to assist investigating officer’s work in recording relevant accident details

  7. Moving Ahead… The Focus Today For each of the three lists Operation, Activity, and Vessel Types/Sub-Types • Overview of structure – before and after latest revision • Review of key issues • Request for additional comments from BLAs • Q & A

  8. Operation Current Structure (BAR Version– State forms may vary) • Single list (some more “activity” than “operation”) • Choosing a “primary” option can be difficult if vessel is engaged in multiple activities

  9. Operation Proposed Structure • More complete description of Operation of Vessel at time of accident • Structure guides the investigating officer to clearer decisions • All details to be included in online training modules

  11. Activity Current Structure (BAR Version– State forms may vary) • Two components: General Activity (vessel) and Operator/Passenger Activity (person) • Unable to tie activities back to a specific person involved in the accident

Activity Proposed Structure • Expands options for vessel activity; limits capture of person activity to Operators and Victims • Allows for variations in way the states view the “Operator” role • All details (including guidance for implementing terms in hard copy and digital forms) to be included in online training modules

Vessel Types/Vessel Sub-Types Proposed Structure • Vessel Types set in CFR for implementation by January 2017 • Vessel Sub-Types optional for states; Canoe, Kayak, Paddleboard highly encouraged under PADDLECRAFT Type • Vessel Sub-Types helpful as guidance in properly coding Vessel Types • All details to be included in online training modules

What’s Next? • ERAC charge team will make more adjustments – as needed – after considering today’s conversation and any other comments received from BLAs or their designees who review this webinar later • Submit comments • By COB FRIDAY JULY 26 2013 • To Deb Gona at deb@nasbla.org • All comments will be posted to the Discussion Forum linked from www.nasbla.org/terms

  18. What’s Next? • Anticipate a formal request will be sent to BLAs early August for online “vote of acceptance” on the final work products • Seeking acceptance of the work products to expedite delivery of resource modules in September.
