JOHANESBURG, SOUTH AFRICA, NOVEMBER 2014 : ADOPTION BY THE PLENARY THE WGAAP NEW TERMS OF REFERENCE. • 1.3. SHANGHAI, CHINA, JUNE 2014 : PROCEDURE OF SELECTION OF THE VICE CHAIR OF WGAAP DURING THE WORKING SESSIONS DISCUSSIONS, AND CHOOSE BY CONSENSUS A COUNTRY CANDIDATE TO RECOMMEND FOR ENDORSEMENT AT THE NOVEMBER PLENARY. • 1.4. CHINA, NOVEMBER 2014: THE WGAAP WILL SUBMIT THE CANDIDATE TO THE PLENARY FOR ENDORSEMENT. • 1.5. ANGOLA, NOVEMBER 2015: TERM OF ANGOLA WGAAP CHAIRMANSHIP AND WILL REMAIN AS MEMBER OF THE WORKING BODY AFTER THE END OF ITS TERM.

IMPLEMENTATION OF WASHINGTON AND MOSCOW DECLARATIONS • 2.1 WGAAP/USA OBSERSHIP: WELCOME OF USA AS OBSERVER MEMBER AFTER WGAAP AGREEMENT IN 2013 NOVEMBER SESSIONS DISCUSSIONS AND KP CHAIR 2014 POSITIVE NOTIFICATION. • 2.2 PROMOTION OF REGIONAL MEETING FOR IMPLEMENTATION OF WASHINGTON DECLARATION : FIRST SEMESTER 2014 (Abidjan meeting in WESTERN AFRICA SUBGROUP REGION) AND SECOND SEMESTER 2014(Luanda meeting in CENTRAL AND SOUTHERN AFRICA SUBGROUP REGION). • 2.3. TECHNICAL ASSISTANCE : FAMILIARIZATION BENCH MARK MISSION OF CAMEROUN AND MOZAMBIQUE TO ANGOLA IN THE IMPLEMENTATION OF WGAAP WORKING INSTRUMENTS AND EXCHANGE OF BEST( February and March 2014) • 2.4 REGIONAL COOPERATION IN TRACKING ILLICIT BORDER TRADE: BILATERAL ANGOLA/DRC NATIONAL KP TEAMS MEETING ( April), AND EXCHANGE OF BEST PRACTICES.

NEWS ISSUES FOR DISCUSSIONS IN THE WORKING SESSIONS. 3.1 NEGATIVES FACTORES CAN TAKE IMPACT ON DIAMOND PERCEPTION. 3.1.1 RELIGION DISPUTE OR CONFLICT 3.1.2 ETHNIC OR TRIBAL DISPUTE OR CONFLICT 3.1.3 RACISM OU MINORITY DISCRIMINATION 3.1.4 SOCIAL AND CULTURAL DISCRIMINATION 3.2 POLITICAL AND ECONOMICAL FACTORES 3.2.1 LACK OF POLITICAL AND ECONOMICAL STABILITY 3.2.2 ABSENCE OF INCLUSION POLICIES IN POST WAR PERIOD 3.2.3 LACK OF EDUCATION, HOUSING AND JOB PROGRAMME FOR YOUNGERS IN RURAL AND URBAN REGIONS. 3.3.4 ABSENCE OF POLITICAL DIALOGUE BETWEEN CURRENT POWER AND OPPOSITION. 3.3.5 LACK OF GOVERNANCE AND COUNTRY POVERTY.
