WGAAP CHAIR REPORT TO THE PLENARY MEETING GUANGZHOU-CHINA, 10-14 NOVEMBER 2014 • IMPLEMENTATION OF THE WGAAP NEW TERMS OF REFERENCE 1.1. SELECTION OF THE NEW CHAIR AND VICE CHAIR OF WGAAP I) SHANGHAI, CHINA, JUNE 2014 : SELECTION PROCEDURES OF THE VICE CHAIR OF WGAAP DURING THE WORKING SESSIONS DISCUSSIONS, AND CHOOSE, BY CONSENSUS, ANGOLA TO CONTINUE TO LEAD THE WGAAP FOR A THREE YEAR . II) CHINA, NOVEMBER 2014: THE WGAAP WILL SUBMIT THE ANGOLA CHOSEN CANDIDATE TO THE PLENARY FOR ENDORSEMENT. III) DURING THE WORKING GROUP SESSION IN JUNE AND UNTIL THE OCTOBER TELECONFERENCE NO CANDIDATE FROM MEMBERS WAS SUBMITED FOR VICE CHAIR OF THE WGAAP. IV) DRC ( CENTRAL AND SOUTHERN REGION) AND BRASIL ( SOUTH AMERICA REGION) EXPRESSED THEIR WILLING TO CONTINUE AS SUBGROUP COORDINATORS. V) WESTERN AFRICA REGION MUST TO INDICATE IT SUBGROUP COORDINATOR.
2. IMPLEMENTATION OF WASHINGTON AND MOSCOW DECLARATIONS 2.1. WGAAP/USA OBSERSHIP: THE USA WAS ADMITED AS OBSERVER MEMBER OF THE WGAAP BY WRITTEN PROCEDURE AND THE WGAAP WILL RECOMMEND THE PLENARY TO ENDORSE OR TO TAKE NOTE FOR THIS DECISION. 2.2. PROMOTION OF REGIONAL MEETING FOR IMPLEMENTATION OF WASHINGTON DECLARATION : FIRST SEMESTER 2014 (ABIDJAN MEETING IN WESTERN AFRICA SUBGROUP REGION) AND SECOND SEMESTER 2014 (LUANDA MEETING IN CENTRAL AND SOUTHERN AFRICA SUBGROUP REGION). 2.3. TECHNICAL ASSISTANCE : FAMILIARIZATION, BENCH MARK MISSION OF CAMEROUN AND MOZAMBIQUE TO ANGOLA IN THE IMPLEMENTATION OF WGAAP WORKING INSTRUMENTS AND EXCHANGE OF BEST PRACTICES (February and March 2014) 2.4. REGIONAL COOPERATION IN TRACKING ILLICIT BORDER TRADE: BILATERAL ANGOLA/DRC NATIONAL KP TEAMS MEETING ( April), AND EXCHANGE OF BEST PRACTICES.
