Knowledge Sharing Learning Assets LOG FIPT 14 Sep 07
Purpose of the Effort • Provide increased visibility, measurement and life cycle oversight of knowledge sharing assets • Increased awareness and use of KS assets across other PLM elements (Formal Courseware - CR, DL, CL; PS; RDT; TT) • Pilot effort using the Log Community and Log Competency “Owners” before expanding to include all functional areas
Key Points • Subjective quick first look using Log community • Vetted through the LOG FIPT & Functional Advisor 14 Sep • Key underpinning for continuing effort will be assigning Competency Owners based on expertise identified in Expertise Locator pilot (LOG Completed in late-Aug)
Potential Rating Criteria • Quality – SME determines quality of content based on: • Currency • Relevancy • Richness • Completeness of competency coverage • User feedback – unsolicited testimonials • Activity (#visits, #page views, #contact hours, #registered users, #questions answered on time, growth trends, etc) • Deployment Strategy • Top-level Support • Ownership/DAU SME involvement • Integration with other elements of the PLM Metrics are needed, but not available for all KS learning assets at this time. Also need user feedback that may be available using focused surveys, and in the future social tagging tools.
Step #1 Identify LOG Competencies Used the 51 LOG competencies identified in Expertise Locator System
Step #2 Identify KS learning assets • ACC Community Topics • Guidebooks • Tools (From Simple to PPLTs) • Defense Acquisition Guidebook (DAG) • Integrated Framework Chart (IFC) and IFC Knowledge Templates • Games and Simulations • Video and Audio Casts • Ask-A-Professor Q&As • Best Practices in BPCh • PM Toolkit • Strategic Partner Assets
Examples of Strong Tier 2/3 Competency Areas Step #3 Assess Health
Step #4 Assign competency owners
Next Steps • Work with regions to identify Log competency owners • Flesh out Rating Criteria and measurement methods/tools • Competency owners perform a “deeper dive” less subjective assessment (more well-defined quantitative & qualitative measures) • Identify needed improvements and potential new strategic partners (or better use of existing strategic partners) • Expand beyond Logistics to other functional portfolios
