Course Objectives • To educate the Public Safety Wireless Administrator with Spectrum Management issues such as: • To determine sufficient spectrum resources required to meet the present and future needs of the organization. • To develop strategies to acquire the needed spectrum resources. • To process the necessary paperwork to obtain the spectrum licenses from the FCC. • To ensure frequency licenses are adequately administered.

4. Wireless Spectrum • Complete range of frequencies that can be used for wireless communications. • Public Safety allocations are scattered in discrete bands across the spectrum. • FCC manages spectrum allocation.

19. APCO Services • Early Project Radio Frequency (RF) Assessment and Engineering • Accurate and Complete Application Preparation • Fast, Efficient, Accurate Frequency Coordination Process.

RF Engineering • Review searches for a single frequency or a range of frequencies within any given band frequencies based on location and distance for land mobile radio. • Produce advanced RF coverage and interference plots. • Experienced and qualified engineering staff in frequency coordination and interpreting FCC rules and regulations

License Preparation • Operates its own computerized and integrated Form 601 system and process to ensure accuracy and speed. • Staff experienced in application preparation and processing: • FCC ULS Policies and Procedures • FCC Licensing • Knowledge of FCC Rules and Regulations • Knowledge of the Coordination Process.

22. Frequency Coordination • FCC mandates the license application must obtain certification from an FCC designated frequency coordinator in your radio service area. • Public Safety agencies can not apply directly to the FCC to modify or add frequencies. • FCC has certified APCO to perform the coordination process to choose appropriate frequencies for land mobile radio systems.

APCO Fees APCO Coordination Fees New Stations / Major Modifications 30 MHz – 512 MHz 806-821/851-866 MHz (non NPSPAC) $2101 Per Frequency/site combination 821-824/866-869 MHz (NPSPAC) $601 Per Frequency/site combination($100 minimum per application) FXO/FX3 Station Classes $2101 for the first site plus $10 for any reuse of that same frequency at each additional site. 1 Per frequency or pair of frequencies (as described by the FCC) per site.
