Working Together for Coastal Planning around the Severn Estuary Dr Tim Stojanovic, Cardiff University/COREPOINT project June 2007
Strategic Coastal Issues? • Reducing offshore impacts of development • water quality, • physical disturbance, • landscape, • recreational pressures. • Coastal Access • Flooding/Erosion • Marine Nature Conservation Impacts- designated areas • Accommodation of accelerated sea level rise • Impacts of Development from offshore • e.g. Barrage! • Renewable Energy
Jigsaw Exercise • PPG 20/TAN 14, define policies for: -Undeveloped coast -Partially developed coast -Developed coast -Flood and Coastal Erosion Risk
Why SEA? • EC Directive 2001/42/EC (SEA Directive) • UK regulations Environmental Assessment of Plans and Programmes 2004 (SEA Regulations) • Welsh • English • Planning and Compulsory Purchase Act 2004 • Sec 62 (6) Sustainability Appraisal for LDPs • Sec 39 (2) Sustainability Appraisal for RSS & Local Development Documents: • Development Plan Documents (DPDs) • Supplementary Planning Document (SPDs), • UDPs (preparation >21 July 2004, and which are not adopted by 21 July 2006)
SEA Process Stage A Setting the context and objectives, establishing the baseline and deciding on the scope Stage B Developing and refining alternatives and assessing effects Stage C Preparation of the Environmental Report Stage D Consulting on the Draft plan or programme and the Environmental Report Stage E Monitoring the significant effects of implementing the plan or programme on the environment
Small Group Interactive exercise on Information Sources
A. What Purposeful Human Activity Supported? SEA of Development Plans/Framework • HOW • WHO • WHAT “A system to assess the environmental implications of the LDP/LDF strategy/programmes/allocations by Local planning authority in partnership with stakeholders, in order to ensure sustainable policies (for coasts down to MLW)”
Environmental Outcomes Incompatible policies Set of Policies B. What Transformation occurs? Improved Environmental Outcomes Compatible policies Set of Policies with alternatives considered and best chosen
C. Important Stakeholders Involved • Customers • Public, Developers, Anyone with interest in Estuary • Actors • Planning Officers, SEA officers, Statutory Consultees, Developers, Consultants • Owners • Planning Committee Councillors, Planners
D. Break down the activity into 7+/-2 key stages • Screen for Issues • Scope • Set Objectives • Report • Monitor • Collect baseline data • Are statutory sites affected? • Consult other organisations
Testing Plan and Programme Objectives against SEA objectives
Indicators of Existing Status • ODPM guidance on SEA (ODPM, October 2003), advises that: sufficient data about the current and likely state of the environment without further intervention should be collected to allow a plan’s effects to be adequately predicted.
