Marine and Coastal Access Act 2009 • UK Marine Policy Statement (MPS) (Part 3, Ch 1) • England, Wales, Scotland and Northern Ireland • Formal adoption by April 2011 • Marine Planning Regions (s49) • English Inshore • English Offshore • Welsh Inshore • Welsh Offshore • Marine plan authority may prepare marine plan for marine plan area within its marine planning region
Marine Planning - England • MMO formally established 1 April 2010 • Defra consultation on marine plan areas within the English Inshore and Offshore Marine Regions • June/July – announcement re areas and consultation on draft MPS and marine planning guidance • Timing – 2 marine plans every 2 years, taking 24-30 months each • Devon & Severn IFCA to be established • Defra Consultation - establishing IFC districts and Authorities
Marine Planning - Wales • Welsh Ministers • WAG Marine Planning Team • WAG Fisheries Unit • National Marine Plan • Inshore & Offshore • With area specific planning due to level and complexity of activity – ‘activity hotspots’ • Sub-division of inshore region • Timing – developed over next 2-3 years
Working Together • Duty on MMO to exercise functions in a manner that is consistent and co-ordinated • Duty to give notice to related planning authorities • Duty for marine plans for related marine plan areas to be compatible • MMO Framework Document • MMO to work closely with devolved administrations where responsibility for adjacent sea areas, joined up approach • WAG can ask MMO to undertake functions on its behalf • Formal Agreement - Concordat (agreed 2010?)
Challenges • Achieving a robust and strategic MPS signed by all UK administrations • Different and multiple authorities • Planning • Fisheries management • Licensing • Scale of marine planning • National vs regional • Timing – coordination • Formal agreement for joint planning – concordat? • Effective stakeholder engagement or consultation fatigue? • Affect on achieving sustainable development and ecosystem based management? • Role for the Severn Estuary Partnership – facilitation, coordination
