2. What is Framework Programme 7 FP7 is the European Community Framework Programme for
Research,
Technology,
Development and Demonstration covering almost all scientific disciplines. It is a collection of actions at EU level to fund and promote research.
In order to complement national research programmes, activities funded from FP7 must have a “European added value”. One key aspect of the European added value is the transnationality of many actions: research projects are carried out by consortia which include participants from different European (and other) countries
The overall budget for FP7 is approximately Euro 50.5 billion.
FP7 will run for a period of seven years, (2007–2013). It will fund hundreds of projects originating from European players in research and innovation.

11. Who are the target groups? Research for SMEs:
Low to medium technology SMEs with little or no research capability.
Research performing SMEs that need to outsource research to complement their core research capability.
Research for SME Associations:
SME associations representing their members and their common technical problems
? Both schemes will follow a bottom-up approach, no thematic focussing
12. Customer – Seller Relationship Principle:
SME or SME-AG invest in RTD project and outsource part of the research activities to “RTD performers”
RTD performers INVOICE their services to SMEs or SME-AGs.
EC Contribution: Grant to the project (not to individual participants) which covers only part of the total investment.
SMEs or SME-AGs and “Other participants and end users” contribute with their own resources to the project.
SMEs or SME-AGs will take up and exploit the research results to their own best advantage.
Collective leadership of the SMEs or SME-AGs in the project
14. Funding Scheme – Benefits to SMEs Shorter Term project durations – 2 years
Reduced consortium partner requirements.
Full costs for academic participation are reimbursed.
Project management can be outsourced.
Negotiation on IPR is facilitated and is included in Consortium Agreement.
Risk Mitigation is facilitated.
Pre-financing occurs.
With an Irish SME, Academics can utilise FP7 proposal for other EU / national funding schemes.
Builds up industry / academic partnership profile – needed for national research agenda.
15. Key Features of the two Schemes

At least three independent SME participants, established in three different Member States or Associated countries.
At least two RTD performers.
Other enterprises and end-users optional.
Research for SME associations
At least three independent SME association/groupings, established in three different Member States or Associated countries, or one European SME association/grouping.
At least two RTD performers.
Other enterprises and end-users with at least two SMEs.
?SMEs or SME associations may entrust coordination to organisations specialised in professional project management.
17. Payment Modalities One Pre-financing (upon entry into force) for the whole duration of the project.
Interim payments based on financial statements (payment = cost accepted * funding rate)
There is a retention of 10% for the final payment.
18. Evaluation Criteria Three evaluation criteria are used:
Scientific and technical quality
Implementation
Impact
All proposal coordinators receive an Evaluation Summary Report
Funding follows successful evaluation, selection and detailed contract negotiations
19. Proposal Evaluation- SMEs
20. Use of independent Experts For those SMEs who would like to learn the evaluation process (from the inside) before applying for funding.
Appropriate balance between academic and industrial expertise.
Experts with strong industrial and/or economic backgrounds are needed in order to evaluate the expected market impact and appropriateness of the planned activities to ensure optimal and rapid innovation.

There will be remote evaluation with ‘Research for SME Associations’ having two evaluation stages.

21. Other FP7 Opportunities Marie Curie Actions: IAPP (Industry and Academia Partnerships and Pathways) and ITN (Initial Training Networks)
Comprises a consortium of at least One research organisation and one from private industry (IAPP) and the ITN comprises a network of at least 3 participants proposing a coherent research training programme.

22. Eurostars – A Eureka Initiative The Eurostars project must be led by a research-performing SME from a Eurostars member country.
Maximum project duration is 3 years or less.
Market introduction is foreseen within 2 years after the project has ended.
R&D-performing SME(s) are undertaking at least 50% of the total R&D-related project costs.
A well balanced partnership whereby no partner or country is performing more than 75% of the total project cost.
