2016-2017 Points of Emphasis • Replacing a Disqualified or Injured Player • Coaches now have 15 seconds (previously 20) • NOTE (Process & Procedure): • Communicate to partner(s) • Who inform(s) the player • Inform the coach • Horn at the table • Start the 15-second clock

Protecting the Free Thrower • Continues to be an area of emphasis • Rule change last year was to protect the free thrower • On release of the ball the defender “boxing out” shall not cross the free throw line into the semicircle until the ball contacts the ring • Officials should be aware that contact & displacement of the free thrower is illegal & shall be enforced
REVIEW Points of Emphasis (2015-2016) • Protecting the free-throw shooter • Free thrower & players outside the 3-point line are not allowed to cross the free throw line & 3-point line until the ball makes contact with the backboard or the basket • Players along lane spaces are allowed to enter on the release; as a result to this change, protection of the free thrower needs to be emphasized
REVIEW Points of Emphasis (2015-2016) • Protecting the free-throw shooter (cont’d) • When the defender crosses the free-throw line and into the semi-circle too soon, this is a violation • A delayed violation signal is used; if the free throw is successful, the violation is ignored • If the defender makes contact with the free thrower that is more than incidental, a personal foul is the correct ruling

REVIEW Points of Emphasis (2015-2016) • Post play • Legal for offensive & defensive players to touch when both are maintaining a legally established position • Illegal contact on a post player is any tactic using hands or arms or just generally demonstrates rough physical movements that allows a player on offense or defense to control the movement of an opposing player
REVIEW Points of Emphasis (2015-2016) • Post play (cont’d) • It is a foul and should be ruled as such when: • An opponent is displaced from a legally established or obtained position • An arm-bar is extended and displaces an opponent • A locked and/or extended elbow displaces an opponent • A leg or knee is used in the rear of an opponent to hold or displace • Holding, Hooking, slapping, pinning or pushing the leg or body of an opponent • An offensive post player “backs-down” and displaces the defender once that defender has established a legal guarding position
Rules / Editorial Changes (2016-2017) • Rule 1-20 • Non-playing personnel (e.g., spirit participants, media, etc.) shall remain outside of the playing area during a 30-second or less time-out during the game. Non-playing personnel shall stand outside the free-throw lane lines extended toward the sidelines throughout the game.
Rules / Editorial Changes (2016-2017) • Rule 2-12-5 • Sound a warning signal to begin the 15 seconds (maximum) permitted for replacing a disqualified or injured player, or for a player directed to leave the game.
Rules / Editorial Changes (2016-2017) • Rule 3-5-6 • Undershirts shall be a single solid color similar to the torso of the jersey and shall be hemmed and not have frayed or ragged edges. If the undershirt has sleeves, they shall be the same length. • Rule 3-5-7 • Removed the compression shorts rule; add compression shorts to Rule 3-5-3 which means compression shorts now must meet the guidelines outlined in this rule.
