Combating Metal Theft: Police-Private Partnership Initiative

  3. OPERATION AMELIA A protracted, complex Level II investigation by British Transport Police in response to a national problem in support of the UK waste lead battery industry

HOW IT STARTED • BTP investigate two linked Network Rail (NWR) offences • Discovery of further linked NWR offence • Research transferred to Fusion Intelligence Unit at FHQ London • Fusion conclusions resulted in profile being passed to FIU National Metal Theft Team (NMTT) • NMTT – Lead investigators for partners and police forces across the UK • Intelligence Requirement (IR) disseminated nationwide

  10. THE STRIKE & RESULT • Wednesday 17th July 2013 • 163 police officers from three separate police forces • 4 Arrested, Charged & Remanded to Court • Guilty Pleas from all four defendants • Proceeds of Crime (hit them where it hurts)

  13. HOW IT STARTED • UKLPG approached BTP • Reported an escalating and extensive problem of the theft of gas cylinders • Dangerous situations being created in the storage and exportation of these items in unsafe conditions

  16. WHAT HAPPENED NEXT? • Improve understanding of LPG theft • Identify persons & places of interest • Improve cultural understanding within sector of the importance of intelligence collection and reporting

  17. WHAT WE ESTABLISHED • Building on previous intelligence operations identifying that stolen gas cylinders were being exported via container yards in the UK • The BTP identified a container yard in North London.
