  1. TRANSFORMING THE COLLECTION OF STUDENT INFORMATION (TCSI) A spotlight on change 27 February 2019

  2. CHANGES to the Collection Data framework Elements CLARIFICATIONS Time based elements (609/610) Overview

  3. Changes to thedata framework

  4. The Legend • Linking information is not optional. It is determined by the solution you use • APIs = UIDs • Portal = elements Links in Portal Links inB2G APIs

  5. UIDs and linking elements • What are UIDs? • Why do you need them? • How do they work?

  6. Identifiers for the record File upload

  7. Identifiers for the record File upload Only one true value

  8. Identifiers for the record File upload Only one true value Need to includeall true values

  9. Identifiers for the record File upload Only one true value Need to includeall true values Time based data

  10. File upload:Elements with one or more true values CAUTION: Leaving out a previously reported value will remove it from the database. Report each value in a separate row

  11. UID UID Identifiersfor the record Basis of Admission Basis of Admission Specialisation Specialisation UIDx: 34 UIDx: 34 UIDy: 40 UIDx: 34 UIDy: 4031 Course prior credit Course prior credit Only one true value UID UID Need to includeall true values Identifier UIDs Elements withonly one true value Linking UIDs Elements withonly one true value Timebased data HDR end-user engagement HDR end-user engagement RTP Stipend RTP Stipend Government Interface PROVIDER’SSMS UIDa: code|609|610 UIDb: code|609|610 Scholarship Scholarship

  12. Aggregated Awards • Link to student • No reporting of student details in an Aggregated Award packet

  13. Exit Awards • Identifies which course was exited by: • Linking to Course admission • Student details are then linked via the Course Admission required

  14. Changes to theelement specifications

  15. Calculated values The TCSI solution will calculate: • E558 HELP loan amount • E529 Loan fee The elements will not be reportable. They will be visible via GET APIs, Portal and HEIMSOnline

  16. E381 Amount paid upfront When reporting before the Census Date: • Report based on the student’s intention(to the best of your knowledge) • If the student indicates they’reusing HELP to defer paymentreport E381 Amount paid upfrontas “0.0” • If there is a payment plan, reportwhat the student will be required to pay

  17. E533 Course of Study Code (HE only) E533 Course of Study code must be unique in 2020 • Currently “000000” is reported for: • non-award • Cross institutional programs • Enabling Courses of Study • Codes will be assigned when data is migrated from HEIMS to the TCSI solution

  18. Check out the 2020 Scope requirements “No information” and“Not applicable” codes • Null values are reported for elements that aren’t required • E.g. E572 Year left school is only reported for domestic students • In file uploads:Leave the cell blank (Excel)or use adjacent separators (CSV) • In APIs:Your SMS will skip the line of code or report:...{...“year_left_school”: “”...}...

  19. Optional elements for 2020 Scope has been updated to clarify optional elements in 2020. They are: • E623 RTP Stipend amount • E598 Commonwealth Scholarship Amount Both elements will be required in 2021

  20. Q A

  21. MONTH Clarification:Time based elements X

  22. The ‘effective from’ date E609) and ‘effective to’ date (E610) are used in the TSCI solution to: • indicate the time period during which particular values are true • reduce the number of times data is reported. Reducingduplication Effective from dates (E609) Effective to dates (E610) There are 11 dated data packets in the collection

  23. EFFECTIVE TO AND FROM DATES • These effective from and effective to dates allow you to end date particular values if/as required • This means they only need to be reported once rather than reported each year/period • They remain active until you choose to end date them • Note: You may choose not to end date these values – this is an administrative decision for each provider/circumstance • Course • Campus /delivery location • Courses on campus • Units of study

  24. EFFECTIVE TO AND FROM DATES CONTINUOUS VALUES VALUES AS REQUIRED • Effective to and from dates are created as required for the following elements: • E312 Special course type • E615 Disability • E487 Scholarship • E593 HDR end-user engagement  • These dates are only required where a student has/acquires a disability during their course or is a HDR student receiving an RTP scholarship or undertaking end user engagement. • Elements that must have a continuous value: • Course fields of education (E461 & E462) • Course campus fees • E358 - Citizen/resident • The system will automatically create the ‘effective from’ date when record is first submitted. • When a new value is entered with an ‘effective from’ date, the system will automatically end date the previous value.

  25. REPORTING YEAR/PERIOD The reporting year and/or period has been retained to indicate the time period for the following data: • Staff • Reporting year E415 • RTP Stipend • Reporting year E415 • Commonwealth scholarships • Reporting year E415 • Reporting period E666 • Applications • Reporting year E415

  26. Q A

  27. Early feedback to 2020 reporting requirements

  28. Consistent naming • Data Groups • This is a grouping of similar information • There are elements under a group that are not submitted together • Data packets • All data is reported in packets set out in Data Framework • Each packet is made of data elements • Extensions • Some packets include “extensions” • These allow you to report more than one value & changes over time e.g. citizenship

  29. Timing requirements What’s a working day? Early feedback suggests this is a point of confusion Option 1: stick with the term “working” days Option 2: Change to 7 and 14 “calendar” days Which works better for you? Feedbackdue6 March
