This seminar will provide information on extra funding opportunities in the social care sector, including grants, funding through the NHS, reablement funding, winter pressures funding, and other important issues. Attendees will also have the opportunity to share local intelligence.

“Extra” money through Personal Social Services grant • Did we benefit from this? • “The simple answer is that although we had assurances from the Department of Health that the money had been made available through the Personal Social Services Grant, we have not been able to find evidence of it. Nor have colleagues working for other authorities. We believe that it has been used to offset the overall settlement to local government but we are not in a position to confirm this for certain.” Oxfordshire County Council
Extra money for adult social care through the NHS • £648m in 2011/12 • “PCTs will receive specific allocations to support adult social care. PCTs will transfer this funding to local government for spending on social care services to benefit health and to improve health and social care outcomes.” (paragraph 2.18 NHS Operating Framework) • “PCTs will need to work together with local authorities to agree jointly on appropriate areas for social care investment, and the outcomes expected from this investment. This could include current services such as telecare, community directed prevention (including falls prevention), community equipment and adaptations, and crisis response services.” (paragraph 5.26)
Reablement money – this year • £70m extra this year • “PCTs should develop local plans in conjunction with the Local Authority and FT/NHS Trusts and community health services on the best way of using this money to facilitate seamless care for patients on discharge from hospital and to prevent avoidable hospital readmissions.” • “A proportion of this funding should be used to develop current re-ablement capacity in councils, community health services, the independent and voluntary sectors according to local needs. Resources can be transferred to local partners, including whether a pooled budget should be set up, wherever this make sense locally.” David Flory letter 28th October 2010
Reablement money – next year • “PCTs were required to develop local plans in conjunction with GPs and local authorities to develop seamless care for patients on discharge from hospital and to prevent readmission to hospital. PCTs should use these plans as a basis for coordinating activity on post-discharge support from 2011/12 onwards, keeping plans and outcomes under review in conjunction with GPs and local authorities. PCTs will need to work closely with their local authority partners to develop local reablement capacity.” • “The NHS will have £150 million available for reablement in 2011/12 and £300 million each year from 2012/13 to 2015 incorporated within their recurrent allocations in addition to those savings as a result of the change to the readmissions payment policy.” (Paragraph 5.35 NHS Operating Framework)
Winter pressures money this year • “The £162m announced today will bring forward the plans being put in place by health and local authorities to work together using NHS money to support social care” • “PCTs will need to transfer funding to local authorities to invest in social care services to benefit health, and to improve overall health gain” • David Nicholson/Bob Kerslake letter 4th January 2011
Other issues: LD transfer; Supporting People • LD transfer based on actual spend (rather than revenue grant funding formula) • Supporting People: specific grant disappears; no protection; significant resource changes as now distributed on the basis of revenue support grant
Other issues: Carers • “It has not always been apparent how funding to support carers has been used in each PCT. The Spending Review has made available additional funding in PCT baselines to support the provision of breaks for carers. PCTs should pool budgets with local authorities to provide carers’ breaks, as far as possible, via direct payments or personal health budgets. For 2011/12, PCTs should agree policies, plans and budgets to support carers with local authorities and local carers’ organisations, and make them available to local people.” (paragraph 4.22 NHS Operating Framework”
