Leadership development at SAPA 1997-2006 • The Siberian Academy for public Administration (SAPA) is one of 9 Academies established specifically for training and retraining of civil servants in different regions of Russian Federation.
0 Siberian Federal District • Siberian Academy serves the public administration development, training and retraining needs of about one third of the Russian territory, with branches and centers in many cities of Siberian Federal District.
Mission of Siberian Academy • Since 1992 SAPA was intend to play the leadership role in the field of development of civil service. • The Mission of SAPA developed at the first strategic retreat was formulated as training the new civil servants and providing the site for collaboration between new public administrators, new businesses and new civil society. • Since than International relations department was seeking the ways to assist in fulfilling of this mission through developing international contacts and finding best experience.
Some meetings and projects which strongly influenced and formed our understanding of Leadership • International network of the Earthstewards (“Essential peacemaking /women and men” gave strong understanding of co-leadership roles of women and men. • “Peace Trees Project” gave hope for leadership role of youth from any place in the world in solving conflicts and other global problems. • Program “Support to Civic Initiatives” at Johns Hopkins University in Baltimore, USA.
First Leadership Program in Jordan and leadership seminar at SAPA • First International Leadership Program at the International Leadership Academy/United Nations University (ILA/UNU) in Amman, Jordan in June, 1997. • The motto of the Program “Learn leadership directly from leaders” (50 speakers, 160 participants from over 100 countries). • Program included 3 weeks in Amman and study tours to Israel/Palestine and Egypt
Leadership for Human Development • Value leadership focuses on human development which is more than economics and more than power. • Human development is defined broadly as life free from fear, poverty, ignorance, access to education and health care, and opportunities for personal growth.
First visit of Director of ILA/UNU professor Adel Safty to Novosibirsk to conduct the first seminar on Leadership at SAPA , September, 1997.SAPA was involved in discussions, seminars and projects devoted to leadership and it’s meaning and importance for training of civil servants.
In spring of 1998 M. Gorbachev has visited Jordan on the invitation of ILA/UNU for the Leadership Program. • Prof.Safty established in Jordan the First Leadership UNESCO Chair. • Participation SAPA’s rector E.Boyko in the second Leadership Program in Amman in summer of 1998 has strengthen his willingness to develop leadership program at SAPA.
Studying leadership at the McGregor Burns Academy of Leadership at Maryland University (1999). “New Leadership for New Siberia” helped us to focus on the ideas and methods of leadership development we could bring to SAPA.
Educational Institutions • Educational institutions have a particularly important responsibility to assume and leadership role to play. In the face of failure of our global institutions to effectively advance human development, educational institutions must step in to forcefully promote the ideals of inter-cultural understanding, acceptance of difference, and the value of social equity. • To do that effectively universities and institutions of higher learning must accept the challenge of internationalization by promoting programs of student and faculty exchanges, expanding their curricular offerings to include other cultural perspectives, promoting the value of service-learning locally and globally, and offering their students skills in global citizenship
Future Search Conference • Meeting with the creators of the Future Search conference Marvin Weisbord and Sandra Janoff in Philadelphia. • An invitation to train two trainers at the Learning Workshop in Berlin in September, 1999.
First Future Search Conference at SAPA • In spring 2000 we hold one of the first Future Search Conference in Russia “Leaders for 21 century: creating the Leadership development institute”. • It was a multidisciplinary 3 days of discussions with “the whole system in the room” approach.
D-r Jan Secor at SAPA • D-r Jan Secor as a Fulbright scholar was working at SAPA for the academic year1999-2000. • She put a lot of efforts in promoting leadership topic in teaching at SAPA and in the local communities specifically for women’s NGOs.
“The Connective Leadership Project” (1998-99, 2000-01, 2003-04) • 3 rounds of the project were funded by different American agencies and foundations (USIA, BECA and FRAEC). • The main idea was to develop leadership through international exchanges and cross-cultural communication and learning. • We have organized several exchanges between American women and emerging women-leaders from different regions of Siberia and Far East of Russia. • We developed Future Search Conferences and Open Space Technology (H. Owen) as the basic instruments in leadership development of diverse groups of participants.

Participatory methods at SAPA • Successful experience with these methods in third sector in 2000-2001 gave us courage to bring these methods to work with civil servants at SAPA as well as implement them as the instruments of Leadership development and strategy creation for SAPA itself. • Again we could introduce SAPA’s faculty to these methods through international seminars and facilitation of foreign trainers and experts.
Second Leadership UNESCO Chair • Professor A. Safty continued to promote leadership for human development. Working in Amman, he founded the first UNESCO Leadership Chair in Jordan where he was Director of The UNU Leadership Academy. • Four years later he founded the second UNESCO Leadership Chair in Turkey when he was President of the School of Government and Leadership and president of the International Institute of Leadership and Public Affairs (IILPA) at the Bahcesehir University. • The basic concept behind the establishment of IILPA was to offer a comprehensive, multidisciplinary and multicultural conception of training in leadership. That innovative conception related leadership to human development and democratic government.
Global Leadership Forum in Istanbul, Turkey • Since 2001 representatives of SAPA regularly participated in the Global Leadership Forum organized by professor Adel Safty in Istanbul, Turkey. • In 2005 and 2006 we proposed and incorporated Open Space Technology meetings in the Forum agenda as an efficient way of communication and practical orientation of the participants of the GLF.
SAPA became officially the leading educational institution in the Siberian Federal District, teaching the state and municipal servants among other more than 20 institutions. • The Institutes of Siberian Federal District were widely involved in participating in the international programs of SAPA: international seminars, projects and study-tours.
Future Search Conference “SAPA in 2010 – common vision and strategies of achievements” • In spring of 2006 we organized a Future Search Conference “SAPA in 2010 – common vision and strategies of achievements” as a preparation to the elections of the rector. • The vision statement said that SAPA is a leading educational institution providing leadership in training of civil servants in Siberian Federal District. Main strategies were defined. • We had to jump on the next level in civil servants training and develop new capacity.

Professor Adel Safty at SAPA -2006 • In 2006 we invited professor A. Safty to SAPA as a distinguished visiting professor for an Academic year of 2006-2007 with the aim to strengthen our activity in the field of leadership development. Together we applied for the UNESCO Leadership Chair at SAPA .
Professor Safty at SAPA -2006-07 • Under his leadership we started seminars on leadership development at SAPA as well as in other Educational institutions and business corporations in Novosibirsk, promoting his concept of Value Leadership. • Among his tasks were teaching leadership for students of SAPA on the basis of his book “Leadership and Democracy” published in New-York, providing leadership seminars for faculty and staff, giving consultations.
Professor Safty at SAPA -2006-07 • We defined his main focus on establishing the UNESCO Leadership Chair at SAPA and organizing the 9th Global Leadership Forum in Novosibirsk. • The work was done with organizational support of the International relations department and the Organizing Committee for the 9th GLF.
The 9th Global Leadership Forum at SAPA • The 9th Global Leadership Forum (3-5 of May, 2007). It was our first experience in organizing an international event of such scale. • The theme of the forum was very important for us “Leadership and Public Service”. • The 9th GLF, attracted wide participation of people from the Far East to the European part of Russia, together with scientists and leadership practitioners from different countries – the USA, Canada, Singapore, Turkey, Estonia, and Brazil, Holland, Hong-Kong.
Application for the UNESCO Chair • In the fall of 2007 we have continued our struggle for the UNESCO Chair on Leadership. • Through several rounds of negotiations we received an explanation of the strategy of the UNESCO Commission in Russia that was not to open new UNESCO Chairs because of little activity of many among 44 existing UNESCO Chairs. • We received an alternative proposal to open the Branch of the UNESCO Chair of the Russian Academy of Civil Service under the President of Russia “State Service and management of socio-economic processes”.
UNESCO Chair at SAPA • In May of 2008 SAPA was granted with UNESCO Leadership Chair as a branch of the UNESCO Chair of Russian Academy of Civil Service under president of Russian Federation. • We made the official announcement of this decision at the opening plenary of the 10th Global Leadership Forum which we held on 19-21st of June, 2008. “Leadership and Globalization: challenges and opportunities”.

The 10th Global Leadership Forum • We had the same model – plenary sessions with presentations of keynote speakers and participants and Open Space discussion sessions on the first and third days of the Forum. • Again we had a very interesting group of foreign speakers from the USA, UK, UAE, Singapore, Czech Republic and Georgia and very special Russian participants from different sectors. • The atmosphere was very warm, fruitful and challenging.
The 10th Global Leadership Forum – follow-up study-tour to Altai Republic • As a follow-up event we have organized the short study-tour to the neighbour Altai Republic for a group of foreign participants of the forum. • We have had an opportunity to experience challenges and opportunities of globalization in this small Republic with the unique culture and nature. • We had meetings with officials at the El-Kurultai (legislative body) and city office of Gorno-Altaisk and with local activists of human rights and environmental NGOs, including Chair of the UNESCO Commission of the Altai Republic.
UNESCO Leadership Chair activity 2008-09 and perspectives • We began to develop UNESCO Chair activity in September of 2008 from collecting data, preparing documents, inviting potential members. • At the first meeting of the Working Group on UNESCO Leadership Chair the title was accepted as, “Leadership in Public administration and management of social-economic processes”.
UNESCO Leadership Chair • The Chair was granted to rector of SAPA Eugeniy Boyko, • Professor Adel Safty as well as Professor I.D. Einhorn were appointed as Academic advisers, • M. Tyasto, Head of International relations department was appointed to be a coordinator of the UNESCO Chair.
UNESCO Leadership Chair at SAPA • Professor Safty made several significant proposals on the UNESCO Leadership Chair Development. He strongly proposed that leadership for human development was needed at every level in all sectors of the society to promote all three priorities. We have agreed that • The UNESCO affiliation at SAPA emphasizes public service. • The UNESCO Chair can build capacities in leadership, management, economic development, and support for public service . • An efficient, accountable, and transparent public service strengthens the democratic concept of government by the people for the people.
UNESCO Leadership Chair at SAPA • This requires engaged involvement in the community and collaboration with all stake holders: business, public service, and youth and women associations. • The UNESCO Chair here at the Academy will provide an opportunity for the Academy to strengthen its informal leadership, build local and regional capacity, and promote commitment to public service. • This is an essential component of democracy and an important dimension of leadership for human development.
Four main fields of activities of the UNESCO Chair: • 1) The inner leadership development at SAPA; target groups: Faculty and staff of SAPA, involved in civil servants training and students of SAPA. • 2) Leadership for civil service, development and providing training for civil and municipal servants. Organising special courses and training for future managers (reserve of cadre) • 3)Leadership in the community, providing training and conferences for different groups of citizens, business community, NGO leaders, including Youth and women’s organizations. • 4) International communication, projects, global leadership development.
According to these directions we formed the plan of activities of the UNESCO Chair including the proposals of interested members of faculty. • We organized several events: Seminars on Leadership development for faculty. Open Space Technology discussion of the Issues and opportunities of students’ leadership at SAPA. A Women’s workshop and round table on leadership development.

International Conference “Training of state and municipal servants: dialogue of authorities, academic and education”, April, 2009. • It is a cross-sectoral event attracting more than 120 participants from about 10 countries and many regions of Russian Federation. Besides plenary sessions with keynote speakers we planned to have several discussion sessions on actual issues of the reforms and training of civil servants.
International Conference “Training of state and municipal servants: dialogue of authorities, academic and education”, April, 2009. • On the third day of the Conference SAPA will present it’s best courses and programs for civil servants to be promoted to the neighbour countries of former Soviet Union (Kazahstan, Kirgizia, Uzbekistan and Tadjikistan. Together with partners we would like to establish the Eurasian Institute for Leadership Development in Public administration for better training and leadership development of civil servants in our countries based on the concept of Value Leadership for human development .
