Outline • Responsibility, Safety Officers • TSO, Safety Walk-Through • Work Site • Radiation Protection • Training and Access • Execution of works • Summary LS2 Safety Readiness 07.11.2018
Responsibility for Safety • At CERN, the hierarchical line of Safety responsibility is implemented: • YOU are responsible for the safety of • Your workplace • Your tools and equipment • Your procedures • The people who work under your control / supervision • Your neighbours • If you have a doubt on any of these, please contact your own supervisor ! TSO-Rule LS2 Safety Readiness 07.11.2018 • General Safety Instruction GSI-SO-2“Territorial SafetyOfficer” • 1 ½ pages of relevant text • Appointment, reportinglines • Means • Mission and extent of activities
TSO Role LS2 Safety Readiness 07.11.2018 • Appointment by the Departmennt Head • Acting on behalf of the DSO (always ready to help) • Knowledgeable in matters of Safety concerning “his/her” building (-> right for Training) • Not the “concierge” of the building, but its Safety manager: • Follow-up observations during safety inspections • Imply the various services (with Tickets, e-mail) • Make the building’s users participate in the resolution
Safety Walk-Throughs LS2 Safety Readiness 07.11.2018 In October, Germana Riddone and myself asked for a Safety and Infrastructure walk-through of all buildings 136 answers for 160 buildings ! 7 buildings with “unidentified objects” 3 instances of blocked passages Great progress with respect to 2017 thanks to your perseverance !
Acknowledgements: G. Safety Information Sheets • Result of the TE-TSO Workshops in 2017/18 • For example, elimination of chemical waste • Available at EDMS 1856518 v.1.0 LS2 Safety Readiness 07.11.2018
WSS (Works and Services Supervisor) • The Works and Services Supervisor is locally in charge of Safety at the worksite. • The role is mandatory when working with contractor’s personnel. • If no WSS is appointed, then the supervisor (mostly Section Leader) assumes the role by default Identify clearly which WSSis following the work site and/or services and inform him/her (by default supervisor) LS2 Safety Readiness 07.11.2018
WSS formalities • The WSS role is described in the document GSI-WS-1 • Training is available on the Learning Hub: Superviseur de travaux et prestations de services - rôle et responsabilités LS2 Safety Readiness 07.11.2018
VIC (Visited’inspection Commune) A VIC is required in case of co-activity. It is requested in the coordination meetings The VIC is jointly organised by the WSSs of the participating groups / sections. The protocol is written in IMPACT The EROS from EN-ACE help with the VIC upon your request LS2 Safety Readiness 07.11.2018
Activity Technical Coordinator • For task with multiple stakeholders, an Activity Technical Coordinator is appointed to coordinate the task • He/she collaborates closely with the WSS of all participating teams • He/she compiles the overall Work-and Dose planning with help of the RSSOs of all participants • He/she follows the daily work, with help of WSS and line management • He/she receives support by EN-ACE, and the participating groups LS2 Safety Readiness 07.11.2018
Radiation Protection • Work in Radiation Areas must be optimised • Dose is a cost-factor, like time, material and personal • Reduce all cost-factors while achieving the desired objective • The dose shall be As Low As Reasonably Achievable • Major interventions are known and will be authorised in ALARA committees (next slide) • For all other interventions, follow advice of RP personnel LS2 Safety Readiness 07.11.2018
ALARA ALARA III dates: Send your WDP to HSE-RP in advance! (ALARA level 2 as well) Check on field that optimization measures are in place! Acknowledgements: A.Pardons, HSE-RP, RSSOS and groups involved LS2 Safety Readiness 07.11.2018
Safety Training • No Safety training change during LS2 period linked to access (excepted ATLAS but not related to LS2 period) • If your training courses are up-to-date, you should have access. • New Safety Training Modules in preparation: • Electrical awareness – module 2 update no impact on access • New module on waste no impact on access • Module on Work site and coactivity probably not on time for LS2 No impact on access LS2 Safety Readiness 07.11.2018

Safety Rules Check that safety rules and VIC recommendations are applied! Wear your PPE! Stop activity if you witness: Serious danger Breach of safety rules No PPE Restart work after corrective action have been taken LS2 Safety Readiness 07.11.2018
Sanctions • If a violation of Safety rules is witnessed by EROS, Safety Officers and Line management, sanctions will be applied: • Consequences: • Access invalidated • Supervisor and DSO notified • Refresh safety training • Repeat access request Inform your team and contractors about it, prevent sanction to be applied! LS2 Safety Readiness 07.11.2018
After the work is done • Keep the accelerators and Surface buildings tidy. • Waste removal (to the nearest container or tip) is the task of the group executing the work. • This will be closely followed up. LS2 Safety Readiness 07.11.2018
Conclusion • BE ON THE FIELD TO MAKE SURE THAT: • WSS are well identified • VIC recommendations are in place • ALARAoptimisations are in place • PPE are worn (We want to avoid sanctions) • Waste has been removed LS2 Safety Readiness 07.11.2018
