JROTC LOGISTICS COURSE The Relationship Between: • Cadet Command • Brigade • Property Book Officer (PBO) • Military Property Specialist (MPS)
Cadet Command Duties and Responsibilities: • Establish JROTC Programs at educational institutions IAW Title 10 US Code, AR 145–1 and AR 145–2. • JROTC programs are designated as TDA activities with an assigned UIC and a DODAAC . • When approved, educational institutions are authorized to maintain a property book account. • JROTC Programs are required by public law and IAW regulations to post a bond/insurance forsafekeeping of all government property that has been issued to the institution.
Brigade Duties and Responsibilities: • Supply Inspections • Financial liability Investigation of Property Loss (FLIPL) • Government Purchase Card (GPC) • Command Supply Discipline Program (CSDP), etc. • Serve as liaison between the unit HQs USACC (Lifecycle Replacement)
HOEI Duties and Responsibilities: • Appoint the Military Property Specialist (see sample)

JROTC LOGISTICS COURSE MPS Duties and Responsibility . Establish and maintain a consolidated operation (DAI/SAI) . Requisition, receive, store, issue, and inventory supplies . Secure and maintain adequate storage space . Establish a sub-hand receipt account . Ensure proper accounts are established. . Ensure cyclic items are inventoried monthly
JROTC LOGISTICS COURSE MPS Functions and Responsibility • Ensure a inventory 100% physical annually inventory • Maintain current record of all serial numbered items • Ensure all requests, turn-ins, and H/R are prepared in accordance with appropriate regulations
JROTC LOGISTICS COURSE MPS Duties and Responsibility • Comply with AR 710-2, AR 735-5, AR 190-11, and DA Pamphlet 710-2-1, (Chapter 3)for lost, stolen, or damaged equipment; which may require Financial Liability Investigation of Property Loss (DD Form 200), Cash Collections Vouchers, and Statement of Charges.
Installation Property Book (IPB) Responsibility: • JROTC property book managed under IPB concept • Educational institution hosting JROTC will establish property responsible and accountable specialist • Appoints Military Property Specialist (MPS) to be responsible and accountable for the property • Cannot be a civilian contractor • Sends copy of appointment memo to USACC and BDE
Installation Property Book (IPB) Responsibility: • Initiate DD Form 250, Material Inspections and Receiving Report, to acknowledge and report purchases of non-expendable items to PBO and Bde within 3 days (see sample)
UIC/DODAAC • UIC: Unit Identification Code • DODAAC: DOD Activity Address Code • Both are six-position, alphanumeric codes that identify your unit with Army standard systems • Both are needed to requisition supplies and equipment

JROTC LOGISTICS COURSE BONDS/INSURANCE
BONDS • Articles of incorporation, charter, or similar documentary evidence of organization • Letter designating MPS and assistant, if applicable • Completed DA Form 1622 • Specific individual to execute the bond
INSURANCE • Financial statement showing assets exceeding liability, by an amount greater than the value of government property to be issued • Evidence of a satisfactory credit rating
JROTC LOGISTICS COURSE Command Supply Discipline Program (CSDP)
CSDP • CSDP is a review of supply responsibilities, of the command and the unit to determine compliance with AR 710-2, Para 1-10 and 2-30 • Example: Inventory all Army property at lease once a year • Cycle inventories • Weapons will be inventoried by serial number monthly
