Social inclusion Jovana Hajdukovic MONTENEGRO
Social exclusion Poverty Ethnic distance • Vulnerable groups • Roma population • People with disability • Refugees from ex Yugoslavia
The groups at risk to be socially excluded *single mothers *elderly persons *young *members of gay population *kids without parental care
They are excluded from social activities • Education • Medicine care • Employment policy • - They usually live on the margins - life for themselves
Montenegro has good laws, and strategies have been adopted concerning this area The big problem is their implementation, there are structural and institutional barriers to social inclusion and integration In the future it is expected to continue political reform and intensive serious work on further development and consolidation of strong protection for marginal groups
One of the most important segments of social inclusion is EDUCATION In addition to general education reform, Montenegro has made significant efforts in developing strategies and policies in order to create an inclusive education system. Target groups -children of RAE population -children with disability
What should we do? Central – local government Social enterprise Measures of affirmative action Media – not so sensitive for monitoring the implementation of laws and official policies
Conclusion Montenegro must to promote diversity and tolerance Unless already taken measures, we must to implement rehabilitation programs of psychosocial support Montenegrin society will become more humane when in social life include all people
