Families with dependent children: by ethnic group and family type, 2001, UK
It is extremely difficult to define ‘coloured’ precisely at all; and it is impossible to define it precisely in a way that will work in a census. We did not (and will not) attempt it, but used the unequivocal and objective concept of birthplace instead. This leaves you with the awkward ‘white Indians’ and ‘black Englishman’ but there is no practicable way of identifying them in a census. (Chief Statistican, John Boreham, 1966)
Why has government spent millions on measuring ethnic group? • Discrimination persists • Identify the nature of inequality • Set targets for remedies • Different needs persist • Recognise distinct demands • Immigration • Ethnic group as a proxy for family immigration • Widen the net of xenophobia • Community Cohesion • Ethnic differences represent problems • Identify segregation in order to reduce it
Sunday Times: “Government statistics show that white and ethnic minority communities are becoming increasingly segregated” • “The CRE told us so” • Head of EHRC: “We know that White flight is accelerating, that schools are becoming more segregated than the areas they sit in” • “I really don't have the time to swap interpretations and footnotes” • Director of Policy, CRE / ICoCo: “Leicester will be minority White by 2011” • “Something I have seen widely reported” • Executive chair, ICoCo: “There is insufficient information on local population dynamics” • “I don’t need your help thank you”
