Case Study 1: Thirty Seven Acre Reservoir Project Paul Keiran – R1 Course Overview • Introduction and Inspector Qualifications • Pre-Inspection Preparation • Construction Site Compliance Evaluation • Field Monitoring at Construction Sites • Compliance Inspection Reports • Compliance Inspection Data Management • Compliance Enforcement Activities • Case Study
Thirty Seven Acre Reservoir Project • Began construction in summer of 2000 • Work ended in 2002 • Involved complicated fill slopes • Involved significant storm water runoff • We all learned some significant lessons about what to use and when to use it Case Study 1: Thirty Seven Acre Reservoir Project
Regulatory Realities Owner obtained appropriate storm water permit September 2000 storm event produced a warning about the need for significantly increase Erosion and Sediment Control (ESC) efforts The following two months revealed minimal ESC efforts Subsequent winter rains then created havoc Case Study 1: Thirty Seven Acre Reservoir Project
Something Must Be Done Let’s Put Jute (Burlap) Matting On the Slopes Case Study 1: Thirty Seven Acre Reservoir Project
Never Put Matting On Deeply Rutted Slopes • Runoff will find those gullies and continue to erode the soil • Slopes must be smooth prior to applying matting • Obviously re-grading was not going to occur in January Case Study 1: Thirty Seven Acre Reservoir Project
Rainy Season #2 Let’s Try Hydroseeding Those Hills Case Study 1: Thirty Seven Acre Reservoir Project
Don’t Use Hydroseed Alone on Long Steep Slopes! It’s Risky! • Must be used in conjunction with other BMPs • What BMPs work best with hydroseed on steep slopes? Case Study 1: Thirty Seven Acre Reservoir Project
July 2001 ACLC $60K (6 days of observed discharge violations, no estimate of volume discharged) Discharger wished to perform supplemental environmental project (SEP) in lieu of a portion of the fine May 2002 - ACLC re-issued with SEP language Fines bumped to $70K due to another observed discharge Case Study 1: Thirty Seven Acre Reservoir Project
Late Spring 2002 Everyone Gets Religion Case Study 1: Thirty Seven Acre Reservoir Project
High Flow Drainage Ditches • Cannot be left unprotected • Cannot be controlled with haybales • Must be armored before the start of the rainy season • Should be a top construction priority Case Study 1: Thirty Seven Acre Reservoir Project
What Lessons are to be Learned Regarding this Site? • Owner employed all the right controls for a steep sloped fill site • Matting • Wattles • Hydroseed • Unfortunately they were all employed at different times! • Using all three methods together, at the beginning of the first rainy season, may well have prevented, or at least greatly minimized, the mental anguish, money, environmental damage and frustration that this site brought Case Study 1: Thirty Seven Acre Reservoir Project
