Food in the first draft of the cmp • Only passing mention, even though mandated by ImagineBloomington Committee.“Nurture a resilient, environmentally responsible community by judiciously using our scare resources, enhancing our natural assets, protecting our historic resources, and supporting a vital local food system.” • Relegated only to the Environment chapter, though relevant to Identity & Culture, Housing & Neighborhoods, and, especially, LAND USE chapters. • Land Use and Transportation chapters are only chapters with legal force, as delegated by the State of Indiana • Bloomington Food Policy Council ran a petition, an open letter, and representatives attended most Plan Commission meetings July-December 2016
Small Victories: Food in the New CMP • CMP Redraft released 4/7/2017 – Includes Food Systems discussion, goals, policies, and programs. • Still relegated to the Environment chapter, though also in the Identity & Culture chapter. • Bloomington Food Charter adoption noted in redraft and reiterated as a document for guiding policy. • Urban Agriculture special districts given mention but not much detail. • Food production, sale, and consumption are all given some mention.
the Unified Development ordinance • The CMP is a Prelude to the Unified Development Ordinance (UDO). • UDO is “a local policy instrument that combines traditional zoning and subdivision regulations, along with other desired city regulations, such as design guidelines, sign regulations, and floodplain and stormwater management, into one document.” [American Planning Association] • The CMP has the same legal perforce as jurisprudential precedent has in the interpretation of legal statutes and ordinances. • UDO language is more nuts and bolts: technical and, hence, in need of more detailed review. • Detailed review requires MORE CITIZEN PARTICIPATION.
Local Food Policy: The Time is Now! • BFPC needs direct, concerted assistance in finalizing influence on CMP. • BFPC needs more active policy wonks and participatory citizens to dig-in to the language of the UDO. • Email bfpc@bloomingtonfpc.org
