USBF HISTORY & OVERVIEW • The USBF was founded in Baltimore, Maryland at the end of 1999 as a result of the Amateur Athletic Union (AAU) dropping its physique program. Former AAU Maryland State Physique Chairperson, Brian N. Washington, founded the USBF to address his vision for the future of natural bodybuilding. That vision was based on establishing fair and objective competition by: • Allowing only one method of drug testing (urinalysis) to be used at all contests • Mandating that no less than 10% of the participants undergo testing • Providing clear directions on how drug testing is to be carry out • Assigning a Drug Testing Officers to every contest • Establishing and publishing our Drug Testing Policy & Procedures and an Athletes’ Right of Protest • Constantly evaluating and testing our officials • In 1990, Brian promoted the first drug tested bodybuilding contest in Maryland using IOC type testing. In the mid 1980s, he promoted the first drug tested powerlifting contest in Maryland. He served three terms as Chair of the Drug Testing Committee for the American Drug Free Powerlifting Association (ADFPA). As his experience suggests, he is very serious about drug testing and plans to make this the focus of the USBF. • The USBF will be set up in a democratic manner where states chairpersons and officers will make of the Executive Committee. Our first national championships was held on August 2001. In 2003, the USBF will add MsUSBF Figure divisions to every show. We are also planning our first Pro Natural division in November 2003. • Although the late 1990’s bought over-the-counter banned substances into the battle of promoting a natural program, the USBF focus will be to educate and communicate what is banned to our members.

SECTION A. USBF CONTEST ORGANIZATION & OFFICIALS • A. USBF CONTEST ORGANIZATION & OFFICIALS • 1. SUPERVISING BODY: • The supervising body consists of the following voting members: • President • State Chairpersons • National Judges • State Judges with two (2) years experience • Club Presidents • 2. CONTEST STAFF: • The contest staff should consist of (but not limited to): • Promoter • Expediting Crew • Music / Sound Crew • Lighting Tech • Maintenance Tech • Master of Ceremonies • Set-up and Break-down Crew • Awards Coordinator • Awards Presenters • 3. OFFICIALS & JUDGING QUALIFICATION CRITERIA: • The contest officials consist of: scoring judges; a head judge, and tabulator. The scoring of judges shall consist of a minimum of five (5) scoring judges, and a maximum of nine (9). The total number of scoring judges must be an odd number. The head judge is responsible for seating and numbering the scoring judges, putting the contestants through their poses, and collecting the scores for the tabulator. The head judge shall be seated at either corner of the table that makes him or her more accessible to the tabulator. • Individuals with two or more years of competitive bodybuilding experience may act as state judges with the endorsement of the State Chairperson. The State Chairperson will make sure that all state judges in their jurisdiction have a rulebook. The rulebook will be posted on USBF’s homepage. • Any state judge with three (3) years of experience can take the practical exam at the USBF USA Nationals. National Judges from similar organizations (ie., AAU) can be grandfathered into the USBF with the State Chairperson’s sponsorship. This sponsorship must be submitted, in writing, to the USBF National Office thirty (30) prior to the judge participating as an USBF official. • 4. SECTION B. LEGAL & ADMINISTRATIVE PROCEDURES • B. LEGAL & ADMINISTRATIVE PROCEDURES • 1. ATHLETES RIGHTS / DUE PROCESS: • a. Athletes Rights. Any citizen of the United States that meets Section C.1 Rules of Eligibility, has the right to participate in USBF Sanctioned competition. Competitors may not be discriminated against for participation or affiliation with other physique organizations. • b. Due Process. Any member of the USBF shall have their right to have their grievances heard and the right to petition the USBF National Office. The grievance must be filed in writing and sent to the State Chairperson and the USBF National Office. If no response is received within 21 days or if you are not satisfied with the response, you may petition the National Office for final disposition of the grievance. • 2. USBF MEMBERSHIP: • All competitors in USBF competition must be registered members of the USBF. If one (1) participant in the contest is not registered, then the insurance is automatically void and the promoter assumes %100 liability. Registration for membership can be done by mail or at any USBF Sanctioned competition. • 3. SANCTIONS: • No later than three (3) months prior to the contest, the contest promoter must apply for sanction. A copy of the facility contract or agreement is required with your sanction. The earlier you apply for your sanction, the earlier you will receive your Contest Package. This package includes: approved sanction (which includes event insurance); mailing labels; promoter’s membership, and a rulebook (which includes: Judges Scoring Forms, Tabulation Sheets, example entry forms, and posters). • No contests will be sanctioned on the same date within 200 miles.
SECTION C. USBF PHYSIQUE PROGRAM • C. USBF PHYSIQUE PROGRAM • 1. RULES OF ELIGIBILITY: • Any United States citizen may join the USBF. But to actually participate in USBF Competitions, participants must understand that the USBF is a drug free organization and urinalysis is the testing method. The USBF has adopted the IOC’s Anabolic Steroid Banned Substance List which includes related substances such as Andro (converts to testosterone) and 19-Nor (converts to Nandrolone). The fact that a substance is sold over-the-counter does not automatically make it acceptable for drug tested competition. As a competitor that chooses to compete in drug tested competition, you are responsible for being knowledgeable about the supplements that you consume. • USBF BANNED SUBSTANCE LIST • (The following list is offered as a guide and by no means should be viewed as complete. There are related substances that may also produce a positive result that are not specifically noted below) • BOLDENONE, CLENBUTEROL, CLOSTEBOL, DANAZOL, DEHYDROCHLORMETHYLTEST., DIHYDROTESTOSTERONE, DROSTANOLONE, • FLUOXYMESTERONE, FORMEBOLONE, MESTEROLONE, METADIENONE, METENOLONE, METHANDRIOL, METHYLTESTOSTERONE, NANDROLONE, NORETHANDROLONE, OXANDROLONE, OXYMESTERONE, OXYMETHOLONE, STANOZOLOL, TESTOSTERONE (test / epitest ratio at a value greater than 6 is considered positive), TRENBOLONE, MIBOLERONE • 2. DIVISIONS: • The USBF sanctions competition with the following divisions: Teens, Masters, Open, Novice, and Mixed Couples. • 3. WEIGHT: • In the men division, weight classes can be: • a. Light (under 155); Middle (155 to under 175); Lt. Heavy (175 to under 190), and Heavy (190 & over). • b. Light (under 165); Middle (165 to under 180); and Heavy (180 & over). • c. Light (under 175), and Heavy (175 & over). • In the women division, weight classes can be: • a. Light (under 115); Middle (115 to under 130); Heavy (130 & over). • b. Light (under 125), and Heavy (125 & over).
4. AGE CLASSES: • The USBF has three (3) major age groupings. They are teens, masters, and open. Teens can be grouped into one group 15-19, or 15-17 and 18-19. Masters can be grouped in the following ways: • A. 35 - 39; 40 & over • B. 35 - 39; 40 & over; 50 & over • C. 35 - 39; 40 & over; 50 & over; 60 & over • At local contest, the contest promoters makes the decision of whether or not to accept crossovers. If the promoter allows crossovers, masters in older age groups can move down (i.e.., an competitor that is 60 can compete in 60 & over and 50 & over). Master also can compete in the open. The Open division can consist of individuals that are 15 & older. • 5. AWARDS: • Awards must be given to the top five (5) in each weight class or age group. • 6. MUSIC: • Music can only be played during the evening show. You must be prepared to turn in your music during registration. Music must be 60 or 90 seconds for individuals and no more than 3 minutes for couples, cassette only. The music must be at the beginning of the tape & it must be the only music on the tape. • 7. POSING ATTIRE: • Must be one solid color, no metallic, T-Back, or G-String is permitted. • 8. CONTEST FORMAT & OFFICIAL POSES • Unless a promoter receives a special sanction, the contest format shall consist of Prejudging and Finals. • Prejudging • The Prejudging consists of a group presentation and quarter turns perform in semi-relaxed (arms hanging is normal as possible, feet flat, and no twisting) form. This is followed by the head judge putting the group through thirteen mandatory poses consisting of: • Front Double Biceps • Front Lat Spread With Thighs Flexed • Abdominal Pose With Hands Behind Head • Left-Side Chest Pose • Left-Side Triceps With Leg Flexed (to show side leg definition) • Back Double Biceps • Back Lat Spread (with one leg spiked) • Double Calf Raise • Right-Side Chest Pose • Right-Side Triceps With Leg Flexed (to show side leg definition) • Right Leg Display
Left Leg Display • Hands-on-thighs / Most Muscular • The Head Judge may also use the following optional poses: • Left-Side Twisted Crunch ( Serratus / Intercostal Crunch) • Right-Side Twisted Crunch ( Serratus / Intercostal Crunch) • Crab / Most Muscular (hands in front & not clasped) • Hands Behind the Back "Most Muscular" • Overhead Victory • Note: There is no individual posing during Prejudging. • Finals • The Finals consists of a group presentation which is then followed by individual posing to music. Individuals are posed in accordance to their division. Individuals that cross-over into different divisions need only to pose once, but they must show up for their group presentations. The award presentation takes place directly after the last individual in that division completes his or her posing. In the case of show-downs for overall awards, the Head Judge puts the appropriate first place winners through any of the mandatory or optional poses deemed necessary. • 9. JUDGING / SCORING PROCEDURE • In local or national USBF competition, all competitors shall be placed (list in order). Judges will evaluate each contestant based on three areas: Muscularity, Symmetry, and Presentation. Judges will weigh these three areas equally. Most of the judging is done during prejudging where each competitor is put through mandatory poses (section C.8) designed to highlight the major muscle groups. A judge must be fully completed his or her scoring before the group / class leaves the stage. Any judge can request additional poses. As a judge, your job is to objectively evaluate each competitor against the other individuals in that class. You will rank the competitors based on the overall score you allocate. Take your time and be as thorough as possible. This evaluation is to be completed no matter how many contestants are in a particular group and no matter how long it takes. • JUDGES • Head Judge: The head judge is always a National Level Judge. His or her job is: • At the start of the show, coordinate activities with the Sr. Expediter • Organize all of the judges and to allocate numbers to each judge. • Make sure each judge notes their name and number on the scoring sheets • Assign national judges to assist first-time test judges • Run all of the classes through the mandatory poses during prejudging • Run all of the classes through quarter turns, prior to individual free-style posing to music, during the finals • Make sure the tabulator receive all of the scoring sheets • Before dismissing the class, check with the judging panel for requests for additional poses
JUDGES (continued from last page) • Test Judge: The test judge can be a novice judge candidate or a veteran judge that is new to the USBF. Test judges score are included, but not counted in the contestant placing. • Panel Judge: A panel judge can be either a national or state level judge. After three years of judging experience, a state judge can apply for national status. • SCORING • Exclusion of high & low scores: Where panels of 5 or 7 scoring judges are used, the highest and lowest scores shall be excluded from each contestant final score. • Tie Breaking: Using all of the judges scores, an X is entered for the contestant each judge placed the highest. The contestant with the greatest number of X’s is awarded the higher final placing. • 10. SECURITY BEHIND STAGE: • In local or national contests, the only individuals allowed backstage are: competitors, expediters, and designated officials. • NO ONE FOR ANY REASON IS ALLOWED BACKSTAGE UNLESS A MEMBER OF THE USBF OR A MEMBER OF THE PROMOTER’S STAFF. ABSOLUTELY NO COACHES ARE ALLOWED BACKSTAGE. THIS IS A LIABILITY ISSUE, WHICH CAN VOID YOUR INSURANCE AND HOLD YOU PERSONALLY RESPONSIBLE.

ELIGIBILITY REQUIREMENTS • Must be a USBF member in good standing. • Eligibility requirements will be strengthen as the organization grows in membership and experience. • 2. AWARDS: • Awards must be given to the top five (5) in each weight class or age group. • 3. CONTEST STAFFING: • Contest staffing is the same as in Section A.2, except the USBF National Chairperson (or his / her representative) must be present.

USBF Promoter’s Responsibilities • Step 1. Nine to twelve months prior to the contest, select a firm date and secure a contract (or formal acknowledgement) from the facility to be used for the contest. Contact the National Office as soon as possible with contest information in order to obtain preliminary approval. • For a local contest, the facility arrangements are up to the promoter. Minimum requirements for the facility can be found on Promoter’s Equipment List. • Step 2. No later than three months prior to the contest, apply for your contest sanction. A copy of the facility contract or agreement is required with your sanction. The earlier you apply for your sanction, the earlier you will receive your Contest Package. This package includes: approved sanction (which includes event insurance); mailing labels; promoter’s membership, and a rulebook (which includes: Judges Scoring Forms, Tabulation Sheets, example entry forms, and posters). • The USBF Logo must be on all entry forms, posters, and advertisements. You can’t advertise your contest as USBF Sanctioned unless you receive the actual sanction. • Step 3. Although the chairman expenses will be covered by the association, the promoter is responsible for covering the judges travel cost (if judges are not local) and providing a reasonable stipend of $35 for local and $50 for national judges. The national office will provide names, addresses, and phone numbers of interested judges. But it is up to the promoter to follow-up. • Step 4. Four months prior to the contest, prepare a list of seven proposed judges. Include their names, addresses, e-mail addresses, phone numbers, and relevant experience. If you are in a new USBF area, you can use judges from other organizations. But we strongly suggest that you build your local organization using experienced bodybuilders that want to become judges in a natural organization. The national office will assign a head judge and will assist you in obtaining judges for contest. • Step 5. Three months prior to the contest, make sure that you have personnel to fill the positions on the USBF Staffing List. This list is provided as a courtesy to make you aware of the responsibilities involved in contest promotion. Where it makes sense, you can use the same person for multiple positions. The promoter should not assume any role other than coordinator and problem solver. • Step 6. Two month prior to the contest, the USBF Assigned Official / Chairman will contact you concerning drug testing. Although the ticket prices are up to the promoter, we suggest that you make it very affordable ($5 Prejudging, $15 Finals / Evening Show) for your first show. Entry fees for the contestants should be affordable, but sufficient to cover the cost of drug testing ($70 per test, 10% minimum, giving priority to Overall and First-place winners.). • Step 7. The contest format must consist of two shows: prejudging and final. The Prejudging will consist of group presentation, quarter turns, and mandatory posing. The Finals will consist of group presentation and individual posing to music. During the Finals / Evening show, the individual posing can last for 60 or 90 seconds. In the case of couples, posing routines can last from 90 seconds to two minutes. • The contest format information must be included in the entry form. • Step 8. Two weeks prior to the contest, make sure that you have (or made available) all of the items on the U.S.B.F. Promoter’s Equipment List.
USBF Promoter’s Equipment List • For a local contest, the facility arrangements are up to the promoter, but the following are some minimum requirements: • Minimum seating 400 • Proper lighting & adequate sound system as approved by the State Chairperson or a National Judge. • Warm-up area must be back-stage or in an adjoining room • Two (2) microphones, one for the Master of Ceremonies and the other for the Head Judge. • Two long tables and an appropriate number of chairs for your judges • Tables and chairs must also be made available for the Registration & Check-in. • Awards / Trophies Tables • Drug Testing Room • Pump-up area (try to select a school that has a weight lifting room, you may be able to use their equipment) • Try to select a school with a history of hosting plays or musicals. • The Promoter should have a briefcase that contains: • Contestant Numbered Tags (Make sure the font size is as large as possible & bold). The font size minimum should be 2.25” x 3.5”. Suggestion: Avery Pin Style Name Badges available at Office Depot or Staples. • Circular adhesive tags for identifying cassette tapes. A diameter of .25” to .5” is acceptable. • Markers, pencils, paper, stapler, calculator, tape (for marking stage floor for placings), and scotch tape.
