This update provides information on reorganization of the Assessment Development and Administration Division, appointment of lead managers, upcoming stakeholder meetings, digital library support, and availability of interim and summative assessments.

  2. Assessment Development and Administration Division (ADAD) Update

  3. ADAD Update • The Assessment Development and Administration Division (ADAD) is reorganizing to better reflect the priorities of the state and the needs of schools and school districts to support the administration of the statewide assessments. • Michelle Center has been appointed as California’s Smarter Balanced lead. She will report directly to the Deputy Superintendent and has two managers reporting to her. • Linda Hooper will oversee the Smarter Balanced summative assessments and Jessica Valdez will oversee the Smarter Balanced Digital Library and interim assessments. • Don Kilmer is the acting manager of the CAASPP Office. • Diane Hernandez is retiring at the end of February; CDE will be searching for a new Division Director for ADAD.

  4. California Assessment of Student Performance and Progress System (CAASPP)

  5. CAASPP Contract • Current contract with ETS for CAASPP work ends December 2015. • There were three submissions for the CASSPP contract. The CDE is reviewing each submission this week. Once the process is completed, the CDE will take an item to the SBE in March with a recommendation. • New contract for CAASPP is from July 1, 2015 through December 31, 2018.

CAASPP Apportionment • Apportionment amounts for spring 2015 testing were approved by the SBE at the January meeting, including an apportionment amount for LEAs that administer a CDE-approved diagnostic assessment for grade two students. • CDE is still working out details about how LEAs will submit information about the use of the diagnostic assessments for payment. LEAs will be provided an apportionment one time per student for the diagnostic assessments.

  7. Primary Language Assessments • The Standards Test in Spanish (STS) is in place until a new one is identified. • January 28 and 29th CDE and ETS are hosting one-day stakeholder meetings about the future use and content of the Primary Language Assessment. Selected 100 people to participate in the stakeholder meeting (50 participating each day). CDE will also publish an on-line survey to allow other educators to provide input about the future of the Primary Language Assessment. • State law requires a new test to be in place by 2016-17.

Digital Library • ETS (ETS Digital Library Phone Number: 1-855-631-1510) is now handling questions about the Digital Library. • Additional support has been provided to LEAs to help with submitting their file of approved users, etc. CDE is working with ETS to ensure better support; all calls about the Digital Library are going now to ETS with CDE focusing more on ways to provide technical assistance to users about accessing and using the tools and resources in the Digital Library. • CDE is strongly encouraging LEAs to provide all their educators access to the Digital Library.

Interim Assessments • Both the Interim Comprehensive Assessments (ICAs) and the Interim Assessment Blocks (IABs) will be available on January 28th. • Two Webcasts will be done – January 15th (Part I) and January 28th (Part II) • Smarter Balanced reporting module won’t be available until late February so even if LEAs plan to have their students participate in the interim assessments this year, results will not be available until then. • Teachers will need to have access to the Digital Library in order to view results from the interim assessments for their students. • CDE has produced a table that describes which ICAs and IABs will be appropriate for students in each grade level – see http://www.cde.ca.gov/ta/tg/ca/interimassessgraderef.asp and this information will also be part of the Part II Webcast on January 28th. This table will apply for 2014-15 and will be revisited for 2015-16 and beyond.

Interim Assessments(continued) • Students will have access to the ICAs and the IABs two times each (two times for the ICAs and two times for each IAB per grade level for all the grade levels that are accessible for that student; i.e. a 4th grade student will have two opportunities for 4th grade, 5th grade, and 3rd grade ICAs and IABs based on the table described above). This is what the state has decided for this year to limit overexposure to items; may revisit in the future. • Also a reminder that while the ICAs and IABs are not secure, items should be not published publicly. Items may not be reprinted or shared in public ways.

  11. Summative Assessment • ETS is starting their CAASPP workshops for spring 2015 testing. There will be a number of on-site trainings in various COEs (the workshop at RCOE is scheduled for February 2, 2015) and also a Webcast that will be archived. Check the ETS Website for more information about the dates and locations. These workshops will focus mostly on the summative assessments, but will also include some information about the interim assessments and the Digital Library. • New secure browser for IOS 8 is not yet available. Smarter Balanced is working with Apple to address the issues and hopefully the browser will be released by the end of January.

Summative Assessment(continued) • Reporting timelines • Results will be available to LEAs electronically in about two to four weeks after students complete the entire assessment. • Paper student reports will not happen until 8 weeks after the entire LEA finishes testing. • LEAs need to send student reports to parents within 20 days after receipt. • CDE is working on revising the draft student report for CAASPP (including Smarter Balanced) based on comments made by SBE members at last week’s meeting about it looking and feeling DIFFERENT from the STAR reports.

Outreach Activities •  Various Webcasts and videos are under development: • Introduction to Performance Tasks • CAASPP 101 (archived and accessible on CDE Web page) • Digital Library • Scheduling Summative Assessments • ISAPP for ELs and general education students • Helping teachers to understand the blueprints, standards, results, etc. for interim assessments, including using results • Communicating test results

CELDT and ELPAC Update • RFP for ELPAC is out – deadline is extended until February 2, 2015; tentative start date for new contract is April 1, 2015. • Current contract for CELDT is extended for 2015-16 administration and trainings to support that assessment. STOTs will start in April (7 options; the workshop in Riverside is scheduled for April 16) and 2 other dates in August 2015. • Pilot testing for new ELPAC will occur in 2015-16; LEAs will be recruited. • Stand-alone census field test in 2016-17.

NCSC and APAC Update • Completed National Center State Collaborative (NCSC) Phase II pilot in November 2015. • Alternate Performance Assessments for California (APAC) will have census field test in spring 2015; all former CAPA students will be required to participate. This will be a computer-based (not adaptive) assessment administered by ETS. The computer-based test will occur one-on-one with a test examiner versus the CAPA that was often administered in a group setting. No paper and pencil option will be available. • The APAC field test will be administered to grades 3-8 and grade 11 students from April 15 through June 10, 2015.

NCSC and APAC Update(continued) • Each student will receive about 12-15 items (45-90 minutes) per content area. • Registration will occur in TOMS – CDE is trying their best to integrate. • First APAC Flash e-mail was sent on Friday, January 16, 2015. Training will be provided; CDE recognizes that computer-based testing for this population of students will be new and often challenging. • No student-level results for the field test – just like any field test, it’s a test of the items and the test delivery system.

  19. CASHEE/GED/CHSPE/ Golden State Seal Merit Diploma Update

  20. CASHEE/GED/CHSPE/Golden State Seal Merit DiplomaUpdate • CAHSEE: Future is unclear. But until there is a legislative change, the CAHSEE will continue to be a graduation requirement. • High School Equivalency: Still in contract negotiations with CTB/McGraw Hill related to the TASC. Lots of national attention about the decrease in the number of test takers for the GED versus the newly approved HiSET developed by ETS. CDE may work with other states to help partially fund an alignment study with the CCSS. • CHSPE: Current exam will stay in place through 2015-16; CDE will work towards an RFP that will seek a CCSS-aligned assessment in 2016-17. • Golden State Seal Merit Diploma: CDE is pulling together a work group to evaluate and propose criteria for the Golden State Seal Merit Diploma for 2016 and into the future.

  22. Proposed Amendments to the Accountability Workbook • On January 14, 2015 the State Board of Education (SBE) approved the following proposed amendments to the Accountability Workbook: • 1. Base "Pair and Share" on grade three Smarter Balanced assessments •  2. Remove reference to California Standards Test (CST) assessments and replace it with Smarter Balanced assessments for grades three through eight •  3. Suspend the inclusion of the alternate assessments for the 2015 Adequate Yearly Progress (AYP) only • 4. For the 2015 AYP only, base AYP determinations on Smarter Balanced participation rates and the additional indicators • Percent proficient would not be included in the A YP determinations and as such, schools and school districts will not be held responsible for meeting the 100 percent proficient target.

  23. Proposed Amendments to the Accountability Workbook(continued) • 5. Update the definition of socioeconomically disadvantaged (SED) to include foster youth, homeless, and migrant students. This is in addition to students who are eligible for Free and Reduced Price Meals (FRPM) and whose parent's/guardian's equcation level is less than a high school graduate. • 6. Replace the grade ten -California High School Exit Examination (CAHSEE) assessments with the grade eleven Smarter Balanced assessments  • 7. Replace the Academic Performance Index (API) additional indicator with attendance rates for elementary and middle schools • Please note: The above amendments must be approved by the U.S. Department of Education (ED), before they can be applied to the 2015 AYP reports.

Academic Performance Index • At the January State Board meeting, the SBE requested that the Technical Design Group (TDG) and the Public Schools Accountability Act (PSAA) Advisory Committee provide the SBE with some recommendations in the following three areas: • Options for moving the state accountability system from a single index to multiple measures to highlight the state priorities, • The most appropriate timing for the release of the next accountability reporting cycle, and • Options for an alternative point scale for the new accountability system.

  25. 2013-14 School Accountability Report Card (SARC) • The SARC online application became available on December 2, 2014 and the suspension/expulsion data was uploaded on January 14, 2015. •  The California Department of Education (CDE) is in the process of making some changes to the SARC communication process.
