Attendance: • Airservices Australia • ATC • CASA • ATSB • Airlines • Airports • Defence • ARFF.
Aim: • For stakeholders to work together to improve current practices to reduce runway incursions.
Agenda items: • Discussion / Open forum of issues • Presentations > CASA, Airservices Australia, ATSB • Endorsement of Sub Groups • Identification of Working Groups • Nomination for Steering Groups.
Runway incursions / Incidents Aircraft / Vehicles: • Frequency: • Statistics show that there is some type of runway incursion throughout Australia each day. • Causal factors: • Failure to comply with rules and regulations • Lack of situational awareness • Confusion • Radio transmissions.
Key stakeholders and roles: • Airports: - Design of airport - Carrying out of works in a cohesive manner - Provision of approach aids - Appropriate and well maintained markings - Robust sweeping operations - Well maintained pavements - Robust airside driver program - Good management of identified risks.
Key stakeholders and roles cont: • Regulators: - Provision of clear guidelines - Provision of stabilised approach procedures. • ATC: - Notification of relevant information - Notification of weather - Notification of wind sheer - Detection and notification of hotspots.
Key stakeholders and roles cont: • ATSB - Provision of findings of investigated incidents. • Operators - Good infrastructure - Scheduling.
Initiatives identified to improve Runway safety: • Airservices Australia is very keen to receive board reports from airports to gain a better understanding of issues and incidents • Review of Radio Communication procedures and phraseology for runway crossings by aircraft and vehicles.
Initiatives identified to improve Runway safety cont: • Improved airside driver training programs • Improved situation awareness training programs. • Reporting • Investigation • Sharing of information by all stakeholders.
