  4. Action Item – Approval of Minutes • November 5, 2008 • November 14, 2008 (Meeting/Conference Call) • Minutes from 12/2 conference call will be provided prior to the 1/22 meeting • Questions or comments prior to action?

  5. Time and Task Management • DEP drafts 1st version of climate change action plan (for purposes of public comment). Begins 2/28/09, End 4/28/09 • Full CCAC Meeting on February 4 • All CCAC recommendations for: GHG reduction options, targets, timelines, must be made before 6/14/09 • Full CCAC Meeting on June 3 • CCAC will have an opportunity to recommend edits of the final draft 7/28/09 – 8/28/09 • Full CCAC Meeting TBD

  6. Comments on ITB ‘Qualifications and Experience’

Comments (Re: Qualification and Experience) • Experience in providing project facilitation, technical assistance, and economic analysis in multiple statewide climate change stakeholder planning processes. [John Quigley] • Extensive knowledge of PA electricity market and PJM interconnection. [John Quigley] • “Bidders for this research project should have a demonstrated record displaying knowledge of the integrated electric utility system in Pennsylvania and in the PJM system, and of the competitive relationship between Pennsylvania electric generators and those operating in regulated and restricted states within the PJM system.” [Ed Yankovich]

Identify the overall impacts, costs, opportunities and risks to Pennsylvania’s economy and quality of life (examples: Gross State Product, real personal income, private sector jobs, change in retail energy prices, health care, storm event property damage, forestry, agriculture, etc) associated with implementing the greenhouse gas reduction strategies recommended by the CCAC or with taking no action.   [Jan Jarrett]

Purpose of Subcommittees • Subcommittees make recommendations to full CCAC regarding reduction options • Propose new reduction options • Review reduction options • Score reduction options • Full CCAC will make recommendations to DEP regarding what reduction options should be included in the climate change action plan • Make final recommendations (based on score, subcommittee input and other considerations)

Process for Involving External Technical or Sector Experts in Subcommittee Meetings • E-mail subcommittee chair, DEP subcommittee lead and Paula, prior to the applicable subcommittee meeting. • The first time the expert is introduced, please provide a resume or brief explanation of their background. • An e-mail should be sent each time that external expert plans to be involved.
