  2. SITUATION • Election date – 14 April 2004 • Approx17 000 Voting Stations • Five (5) Operational Phases • Phase 1: Registration Weekends 8-9 Nov 2003 and 24 – 25 Jan 2004 • Phase 2: Pre Election Phase 9 Feb – 4 Apr 2004 • Phase 3: Final Operational Preparation Phase: 5 Apr – 13 Apr 2004

  3. SITUATION cont… • Phase 4: Election Day - 14 April 2004 • Phase 5: Post Election Phase 15 – 18 April 2004 • Any post election situation will be policed as per applicable contingency plan.

OPERATIONAL PLANNING AND IMPLEMENTATION • Scrutinise Debriefing Reports Elections 1999 and 2000 • JOINTS Operational Instruction to Provincial Joints June 2003 • Provincial JOINTS Priority Committees established June 2003 – monthly meetings • Provincial JOINTS Instructions distributed to Area JOINTS July 2003 – detailed operational guidelines

OPERATIONAL PLANNINGcont … • Draft Plans for Elections 2004 completed October 2003 • Registration weekends 8 – 9 November 2003 and 24 – 25 January 2004 – no serious incidents • Final Provincial JOINTS Plans to NATJOINTS February 2004 • NATJOINTS visit to Provinces March 2004 to ensure operational readiness

  7. CONCEPT OF OPERATIONS • Centralised strategic planning and command with decentralised operational and tactical planning, execution and control • Planning in co-operation with IEC at all levels • Joint Intelligence Gathering • Contingency plans for identified/ possible threats

  8. CONCEPT OF OPERATIONS cont… • Deployment of National, Provincial, Area and Local JOINTS Operational Committees (JOCOMS) and Joint Operational Centres (JOCs) manned by: * SAPS * SANDF * IEC * NIA * DHA * DPLG • Joint Command and Control from strategic to tactical level

OPERATIONAL ACTIONS • PHASE 2: Pre-Election Phase (9 Feb – 4 Apr 2004) * Focused Operations - Determine Risks – Intelligence Community - Focused Operations to address risks - Special operation KZN (16 Feb 2004 – 18 Apr 2004) - Special operations re other issues continue. * Stability Operations - Intervention operations in flashpoint/ high crime areas: Priority contact crimes

OPERATIONAL ACTIONS cont … • Operation Sethunya • Day-day operations – cordon and search, roadblocks, VCP’s, patrols, surveillance, crime prevention • Maximum visibility * Political Meetings, Rallies • Search premises before meetings and rallies • Monitor meetings and maintain order • Reaction Forces to attend to incidents * Training of members • PHASE 3: Final Operational Preparation (5 – 13 Apr 2004) • Continue with operations as for phase 2 • Dry-runs re command and control and communication systems, review deployment, logistical and financial plans.
