During the latest active shooter event at Fort Hood and UMT crisis response on 2 April 2014, the UMTs responded with courage and compassion. What can we learn from them? Terminal Learning Objective: ACTION: Describe in detail what your MASCAL plan is or how you fit into the MASCAL plan at your place of duty. CONDITION: Trainers or individuals will need access to a computer with internet access. STANDARD: Provide one insight from the UMTs response at Fort Hood that you think is most important. Process Groups. a. Describe how UMTs are integrated into your Crisis Response. Possible answers: • Integration of UMT w/Family Survivor Care Team • Integration of Chaplain with local community clergies/pastors. • Operationalize UMTs under Senior Chaplain. • Movement of UMTs during and lockdown • What type of SOP and train movement procedures for UMT response during lock down. • b. Discuss MASCAL – UMTs Accountability/Reporting/LNOs. Possible answers: • UMT LNO at Civilian Medical Facilities for SA when transferring of patients outside medical facilities for treatment. • UMT LNO at the EOC so information sharing/SA occurs early and UMTs can address their concerns • Establish a principle means accountability for all UMTs via phone or texting. • Enforces a 5w report format when another format is not specified. Recording who is rendering a report may be useful in screening for reliability and enables more accurate confirmation if there is confusion or contradictory reporting. • Take the time early to collaboratively establish CCIR to focus the effort and provide a basic from which to adjust • Update and automate UMT Installation contact list. • c. Family/Survivor Care Plan: Possible answers: • Identifying UMT personnel as additional duty or designate the SFAC as the agency that will coordinate and be the lead for all assistance to wounded and their family members. • Maintain 24 hours casualty UMT representation in the IOC for a SA and pastoral care. • d. Memorial Ceremony Planning: Possible answers: • Garrison staff to maintain Corp’s ability to react to a post-incident crisis. • Define and rehearse actions on the objective. • Synchronization of all UMTs effort for memorial ceremony and off post funeral services. • e.
