HB2017 Section 120 - Value Pricing • Directs the OTC to: • Seek FHWA approval to implement Value Pricing on I-5 and I-205 • If approved, “the commission shall implement value pricing to reduce traffic congestion.”
PAC Charter: OTC intent • Managing congestion: to manage [traffic] demand and encourage more efficient use of the transportation system . . . • Financing bottleneck relief projects: as a means to finance the construction of roadway improvements that address identified bottleneck projects . . .
PAC Charter: Priority Recommendations • Where and what type of pricing concepts should be applied? • What mitigation strategies should be pursued to reduce the impact on environmental justice communities or adjacent communities?

OBJECTIVES • Proposed projects / Request to FHWA • Create a revenue source to help fund bottleneck relief projects in the corridor. Priority projects are: • Interstate 205: planned widening and bridge reconstruction (including seismic) between Oregon Highway 99E and Stafford Road. • Interstate 5: Auxiliary lanes and highway shoulders between I-84 and I-405 (Rose Quarter). • Use variable toll rates to manage traffic congestion in the I-5/I-205 corridor
Proposed projects • Interstate 205: toll all lanes on or near the George Abernethy Bridge, including the planned widening and reconstruction • Interstate 5: toll all lanes (existing) in the vicinity of N Going/ Alberta St to SW Multnomah Blvd • Determine terminus points for both projects based on future analysis
