General conclusions

The drafting group has made valuable conclusions with an appropriate guidance structure, focusing on transboundary aspects and cross-sectoral cooperation. Implementing IWRM is crucial for climate change adaptation, optimizing water resource use. Economic instruments and human behavior should be considered, along with non-structural measures. Funding challenges persist, with limited expectations from international funds. Emphasizing solidarity and upgrading systems is pivotal. More guidance is needed on participatory approaches, financial issues, and solidarity in sharing risks and costs. The implementation process for climate change adaptation measures is still in its early stage.

  1. General conclusions general agreement of the valuable work the drafting group has been done the structure of the guidance is appropriate there are still gaps need to be filled

  2. willingness to cooperate, political commitments at national and international level, agreed target, sound science, etc… • we have to put focus more on transboundary aspect • need to work cross sectorally and interministerially • the trialogue process should be applied the IWRM is an elementary pillow for the adaptation to climate change needs to be implemented as a first step • optimization the use of limited and valuable water resources to meet changing water demands

  3. the effect of mitigation is irrelevant to water managers because they have to adapt short-term • it should be more focus on non-structural measures water and climate models needs be linked • economic instruments need to be consistently applied in particular in the context of legal instruments • planning needs to take into account human behavior motivated by self interest • optimization the use of limited and valuable water resources to meet changing water demands

  4. Session 5 • Funding is a challenge, • We cannot expect much from international funds => governments obligations • Potential opportunities from upgrading existing systems

  5. Guidance should be further developed on: - participatory approach e.g.health aspects among others, etc. - financial issues need to implement case studies, in particular for the transboundary cooperation - solidarity in sharing risks and cost issues

  6. Important finding: • With regard to measures concerning adaptation to climate change we are still at the beginning of the implementation process
