LEGISLATIVE FRAMEWORK • The Employment Services Act No 04 of 2014 provides for the establishment of public employment services in South Africa. • Labour relations Act No 06 of 2014 provides for the regulation of Temporary Employment Services • Immigration Act No 13 of 2002 provides for the regulation of cross border labour migration • International Labour conventions provides for the alignment of South African labour laws and practices to international standards
PUBLIC EMPLOYMENT SERVICES –SERVICE OFFERINGS • Registration of work seekers on Employment Services System of South Africa (ESSA)-that is inclusive of employed work seekers, unemployed work seekers and UIF work seekers • Employer services- wherein registered work seekers are recruited, selected and referred to employers according to employer’s selection criteria from ESSA • Employment counselling – wherein registered work seekers receive a variety of life skills programmes to enhance their employability e.g interview preparation etc
PUBLIC EMPLOYMENT SERVICES –SERVICE OFFERINGS • Provide psychometric assessments to companies (SPEEX tool) • Registration of Private Employment Agencies • Processing of work visa applications/ ICBLM
RECRUITMENT, SELECTION AND PLACEMENT PROCESS FLOW • Employer -register an opportunity through completion of ESSA form • Dol- register an opportunity on ESSA • Dol- Screen CVs of matched candidates for compliance to opportunity requirements/criteria • Dol- Verify the availabilty of candidates • Dol-conduct interview preparation
RECRUITMENT, SELECTION AND PLACEMENT PROCESS FLOW • Dol-refer a list of matched and screened work seekers to the employer • Turnaround time is a maximum of 5 working days • Employer- to give feedback on placement at least in 20 working days after recruitment. • ALL SERVICES ARE FREE OF CHARGE
