  8. Dear Sir,  The WP youprovidewaspresented to the 37th Assembly. Whiletherewas support for it, the Resolution in the WP was not adopted. The report of the Technical Commission states for agenda item 45:45.10 Given the far-reaching impacts of the variousproposals, itwasagreedthattheywould all bereferred to the Council for furtherconsideration and that the Council beencouraged to considertheseoutcomes on an urgent basis. The Council proposed the following action: A37-WP/39945.10 Nextgeneration of aviation professionalsDetermine the value of creating a new NextGeneration Light Aircraft (NGLA) certification category and new pilot license 2Q/2016 Currently, thereis a single personassigned to personnel licensing and air operator certification, whichmeansthat the resources to progressthiswork do not exist and are not budgetedfor.Thereis no ICAO Panel established to develop new personnel licenses, and only one new pilot license (MPL) wasintroduced in Annex 1 in the last 50 yearsafter the Flight CrewLicensing and Training Panel worked 5 years on an update to Annex 1. In addition, the aircraft certification requirements do not exist in Annex 8 and the Airworthiness Panel has not been convenedrecently to developthose.Thereforemypersonal opinion isthatdeveloping the verysignificantamount of relevant Standards is not possible atthis time.  Best regards Henry DefalqueTechnicalofficer, Licensing and Operations,Flight Operations Section, ICAO,999 University Street, Montreal, QC, Canada, H3C 5H7+-1-514-954.8219 Ext 6368
