Starting point • Western society has become multicultural. • A reflection hereof is the presence of immigrants in our welfare institutions. • Differences in values between social workers and clients can cause problems. • Foreign social educators are a surplus value in a team. • (Higher) education is the most important lever to integration and participation. • Very few foreigners choose for studies of social worker. Our own research in 152 Welfare institutions in june 2000 • 5 to 20 % of the clients in 83 % of the institutions are immigrants. • Only in 21 % of these institutions one to two social educators are foreigners. • 80 % is in favour of the presence of more foreign workers. • The research indicated clearly that there is great need for more professional foreign social educators. Situation in our department sept. 2001 • One registered foreign student in 1995: did not succeed • One Turkish student in 1997: Ilknur Yüce graduated succesfully in 2000 • Today: two Turkish students,one Moroccan and four Italian students in the first year , one Turkish student in the second year and one Moroccan student in the thirth year. Policy towards immigrants in Flemish education • Most recent research by the education council dates from 1997-1998. • On a total of 85.265 students in Flanders (Dutch speaking part of Belgium) there are 853 foreign students or an average of 1%. • According to countings held in the province of Limburg 8% of the (18 years old) graduates are from foreign origine (most of them in a technical college). Multicultural component in the higher education? • 11 of 26 responding universities of professional education admitted the lack of a multicultural component in their curriculum. • According to 15 high schools this component occurs in 3 of the 11 faculties. • !! One faculty for engineers clamed that a study visit abroad could be seen as a multicultural experience. • Conclusion: the multicultural component occurs very sporadically in the education programme in Flanders universities of professional education. Flemish declaration of non-discrimination in education signed in December 1998 • …The Flemish Education Council underlines the urgency and necessity of a non-discrimination policy in higher education. The following 3 goals should be aimed for: • Higher education should explicitly discourage and eliminate all forms of discrimination. • The high schools should pass a policy towards prevention and discouragement of all forms of discrimination. • A greater participation of foreign students in higher education. • …The aim of the Flemish Education Council is to offer all youngsters, irrespective of their race or etnical origine, equal education opportunities.   10. Conclusion from the Flemish Education Council May 2000 • The participation of foreign students in Flemish Higher Education is undersized. This fact is not new, but in comparison with other countries a presence of 1% is a problematic figure. (The Netherlands 10%.) • It’s obvious that the problem starts already in secundary school. AASSAW-project Affiliation of foreign students in social-education in Flanders. • With support of: the minister of Equal Rights and Social Welfare in Flanders and Social Fund of Institutions • Pilot projects in three Flemish high schools (universities of professional education) : Gent , Antwerp, Hasselt(Katholieke Hogeschool Limburg) • Project runs for three years : it started in sept. 2000. Goals • Put more focus on the profession of social educator among the foreign students. • Involve more foreign social educators in the Flemish welfare. • Increase the multicultural attitude of the staff from our department and the university. Concrete approach • Large scaled research among foreign students through an inquiry in 175 schools to detect the barriers(results are available in Dutch). • Increase the quality of their guidance in the first year. Practical intentions for the whole university of professional education • We have installed a workgroup: “dealing with diversity” (including at least one lecturer of each department and representatives of student organisations) meeting several times a year to exchange ideas and experiences and to take prepatory measures. • Offering sufficient attention to foreign students in all the departments of the school.
