Objective Develop Landscape and Ecosystem Services approach to Climate Change: • Take into account interrelatedness of functions • Account for different time horizons and risks associated with different functions More specifically: • How to integrate functions like water storage, energy production, biodiversity, landscape and climate change • How to treat risks in a proper and meaningful way (communication, technical and social risks)
Approach • Review of the international literature on risk and CBA (risk determination, risk valuation, risk perception changes, etc.) and on Ecosystem Services and CBA. • Do case study for Dutch case in order to develop an operational procedure. • Explore how the Common Agricultural Policy might be used to address the challenges posed by climate change.
Scientific relevance • Integrated ecosystems services approach is crucial for relevant policy advice, but needs further development (cf. Peirce, OECD). • The role of risk needs to be better addressed and linked to policy needs (type of treatment, way of communication). • The issue of making the CAP climate change proof is still at its infancy: good quality research should generate results of scientific interest.
(Inter)national position • Kees van Kooten is distinguished international expert in the field. • Within SELS the project can be linked to “Evaluating spatial adaptation strategies” project of Jeroen Veraart (PhD-project)
Planned deliverables • Report on the treatment of risk in climate change analysis (challenges, possible solutions and methods). • A conference paper (and climate change session proposal) has been submitted for the EAAE congress in Ghent (August, 2008). Paper will be upgraded for a Journal • Report will be made on the CAP and Climate Change: issues and implications for SELS research agenda.
