  3. Sri Lanka • Population – 19 m • Capital – Sri Jayawardenepura • Commercial Capital-Colombo • Trade • Main imports – Fabrics, mineral,petroleum, foodstuff, machinery, vehicles • Exports – Apparel, tea, coconut, rubber, spices, gems

  4. Sri Lanka Customs • Department under Ministry of Finance • Staff – 2400 • 12 Directorates • Separate directorate for ICT • ADP Division • 22 officers • Uses ASYCUDA++ system

  5. Introduction of Computer System • ASYCUDA Ver 2 • Project started in mid 1992 • Live operation at Colombo sea ports on 1st Jan 1994 • Completed in 1997 • Migration to ASYCUDA++ • Project started in 1998 • Completed in 1999

  6. Achievements • Introduction of SAD • SAD is aligned with UN Layout Key • Use of international codes • Simplified procedures • Customs agents started using computers to prepare documents

Achievements ctnd.. • Electronic lodgment (EDI/DTI) • Electronic transfer of data to the Treasury, Inland Revenue Dept, Central Bank • Vehicle details to Registrar of Motor Traffic • All cargo declarations through ASYCUDA • Introduction of Risk Management module • Electronic release of Containers • Testing electronic lodgment of manifests for cargo accounting

  8. Legal Changes • Laws amended to accommodate • electronic lodgment • accepting computer evidence before court of law • Recognition of digital signatures in Electronic Transactions Act

Other developments • Risk Management Committee • Valuation Committee and development of valuation database • Cargo Scanner Machines • Linking all gates, examination yards and warehouses to the system • Developing a system for control of passenger baggage clearance • Website (www.customs.gov.lk)

Status of other players • Port and Airport authorities have their own computer systems • Capable of electronic transfer of data • Vast improvements in telecommunication facilities • Licensing authorities have started improving/introducing computer systems • Banks are ready for electronic funds transfer
