Current MMO Licence • Allows MMOs to scan printed material, store it and send to customers (via a link to a secure network) • Transactional licence where MMOs report what has been sent on a quarterly basis, and pay a fee per clipping. Updated Licence • Negotiating with the Trade Body UK Media Monitoring Association (UK MMA) • Updated licence will give MMOs additional rights for a subscription fee
Additional Rights • Permit MMOs to index (i.e. scrape) websites which are opted in to CLA’s licence AND which the MMO has legal access to (either as a free-view-website or via a subscription) • Indexed content can be sent as a link + 256 characters of the article. • Indexed content can also be stored as a PDF for up to 30 days which can be delivered to clients by push delivery (stored PDFs are not searchable) • Licence does not permit subverting paywalls. MMO has to subscribe to an opted in website to be able to index behind a paywall, and if a user receives a link which is behind a paywall, they will still need to subscribe / pay to access it. • Licence is for news and current affairs use only, it should not be used to permit document delivery.
Fees • Subscription fee for indexing is currently under negotiation. It will be the same annual fee for all licensees on the basis that they all have the same level of access to the same amount of content. • Per article fee for articles sent – four different levels (paper, scanned, link, PDF supply) • Additional Information Asking publishers for two opt-ins – one for indexing and one for storage. CLA is aiming to get more data on the number of multiple access which will help inform distributions. Licence is available to MMO’s.
