Historical context - Jamaica • The ODPEM has always advocated and pursued such an approach. • 1993 legislation • “Objective of the office shall be to advance disaster preparedness and emergency management measures in Jamaica by facilitating and co-coordinating the development and implementation of integrated disaster management systems” • “Encouraging and supporting disaster preparedness and mitigation measures in all the parishes in collaboration with the local government authorities, community based organizations and the private and voluntary agencies respectively.”
Historical context - Jamaica • Has led to a general inclusive approach which was clearly in sync with the broad objective of CDM • Reflected in our National Disaster Management Framework.

CDM Results Framework GOAL Sustainable Development in the Caribbean region SO:Comprehensive Disaster Management is integrated into the development processes of CDERA member countries. IR-1: Stronger regional and national institutions promote CDM. IR-2: Research and training support CDM. IR-3: Regional institutions and donors incorporate CDM in their own programs and promote CDM to their national members/client. IR-4: Preparedness, response and mitigation capability is enhanced and integrated. IR-5: Hazard information is incorporated into development planning and decision making.
IR-1: Stronger regional and national institutions promote CDM • IR-1.1. CDERA restructured and reorganized to effectively support adoption of CDM by its member countries. • IR-1.2. Curricula and programs at regional and national educational institutions support hazard management and link to environmental management. • IR-2.2. Regional research and technology institutions established capabilities –incl. access to latest technologies in hazard assessment, mapping and warning systems. • IR-2.3. Research applied to specific local circumstances ; information on hazards, vulnerabilities and protective measures widely available.
IR-2.1. Curricula and programs at regional and national educational institutions support hazard management and link to environmental management. • Institutional Activities • Strengthened Partnerships with MoE and other educational stakeholders • Programme Activities • Development of Disaster Management material for inclusion in school curriculum • Execute projects to strengthen disaster management information and approaches in schools – UNICEF • Strengthen sensitization programme in schools • Competitions and exhibitions annually in schools – (cooking comp. poster comp.)

Research applied to specific local circumstances ; information on hazards, vulnerabilities and protective measures widely available. • Programme activities • Development and dissemination of hazard specific brochures. • Activities developed to support projects which fund research on hazards and vulnerability mapping. – Portland, St. Mary • Production and dissemination of reports on hazard impacts etc. • Use of GIS and GPS technology to aid research and do vulnerability assessments • Carry out sector specific research to determine vulnerabilities and recommend strategies to reduce vulnerability – Tourism, Agriculture.
IR-3: Regional institutions and donors incorporate CDM in their programs and promote CDM to national members/clients • IR-3.1. Donors to the region adopt consistent policies requiring due attention to hazard assessment and mitigation measures in project approvals. • IR-3.2. Organizations representing key economic sectors actively promote CDM to their constituents and on their behalf. • IR-3.3. Insurance and finance industries in the region actively support CDM.
IR-4: Preparedness, response and mitigation capability is enhanced and integrated • IR-4.1. Disaster management legislation supports CDM. • IR-4.2. Comprehensive disaster management plans in place, tested and reviewed annually. • IR-4.3. Emergency operations facilities adequately equipped and operational. • IR-4.4. Lifelines and critical infrastructure protected with mitigation measures. • IR-4.5. Mitigation included in response, recovery and reconstruction actions.

Physical planning includes consideration of hazard and vulnerability information. • Programme Activities • Develop a comprehensive national hazard database by parish • Review EIA’s and ensure hazard vulnerability and appropriate mitigation measures are included. • Teach Planners at local authorities how to use hazard maps etc. to make decisions • Increase capacity at community level to identify and appreciate hazards – thus making better decisions in plan submission. • Use GIS to enhance development planning decisions

Way Forward • Continue to align strategic plan along CDM lines • Continue to pursue projects and programmes which support CDM • Reviews of the National Planning Framework to include Risk Management Issues • Presentation Made at Jamaica Cabinet Retreat • Follow up on presentation and resultant activities made at 2005/2006 Cabinet retreat.
