    3. Charter - Purpose III. Purpose This charter establishes the EHM WIPT for the express purpose of assessing the core issues in achieving enterprise (total/all aspects and stakeholders) decision support across the DoD, Services and programs. The WIPT will provide the leadership, guidance, prioritization, and strategic actions to address the barriers to achieving CBM+ and other DoD proactive decision support policies and initiatives. The Team will initiate the DoD and industry strategy to efficiently and effectively achieve the CBM+ vision across all DoD Programs and Platforms. The WIPT will provide the bridge to enable the integration of needs, objectives and resources, and to resolve barriers beyond a single stakeholder or group of stakeholders.

    18. 18 Recommended Actions (Forward Strategy) from 26 March 2010 Form EHM WIPT under existing CBM+ IPT Action Group (AG) to assess and align ongoing CBM+ initiatives, formalize EHM process and address Strategic Focus Areas identified Form an Alliance among government, industry, and academia to collaborate and promote the transition of CBM+/EHM capabilities, and the adoption of the common EHM framework. Create an Enterprise Demonstration (Pilot) Program--integrating CBM+ components from the major ongoing programs, government labs, industry and academia, initiate an effort to demonstrate the effective benefits, implementation, and transition of a CBM+ enterprise solution based on the proposed EHM framework approach. Strategic Deployment - Plan/do/check/assess/adjust (PDCA2) to provide a measure of progress against the strategic focus areas/barriers to success
