We Welcome Your Attendance • Individual issues: • A chance to practice different learning techniques. • A chance to network. • Participants will be issued 2 books and personal protective equipment. • Time will be allotted for the completion of Tool Boxes, an important aspect of this class.
Terminal Learning Objectives Upon completion of this module, participants will understand the C-CERT concept, and its relationship to Citizen Corps. Course goals and objectives will be reviewed, and participants will have an opportunity to network and interact as a team member for the remainder of this training.
Enabling Objectives • Participants will receive an orientation to: • C-CERT, Citizen Corps and the National Preparedness Program • Background, purpose, goals and objectives. • Team building through activities • Relevant tools and resources available for C-CERT • Participants will complete a pre-test.

Table Groups/Teams • Each table group will remain constant for the entire course. • Each table group is a team for purposes of small group discussions, breakouts for practical exercises in the disaster simulation segments, and for teach-backs on Day 3.
Pre-Test/Post-Test • Pre-test measures your CERT/C-CERT knowledge prior to this training; Post-test measures learning from this course. • Tests are required by DHS—we report only average aggregate results. • We ask you to include your names for our own administrative purposes at MSU. • Tests are not Pass/Fail, no minimum score required—not used for Instructor Certification.
Community Emergency Response Teams (CERT) • Created by Los Angeles Fire Dept. in 1985 following earthquake disasters. • Adopted by FEMA in 1993 for national, all-hazards applications. • CERT established in cities, counties, corporations, campuses nationwide. • C-CERT is a targeted version of CERT, intended to operate as a partner with national, state and local CERT programs.
Citizen Corps • Partner Programs: • CERT • Volunteers in Police Service (VIPS) • Neighborhood Watch • Fire Corps • Medical Reserve Corps • State/local/campus Citizen Corps Councils
C-CERT and the National Preparedness Program • Citizen and community preparedness are vital elements of national preparedness and homeland security. • Citizen Corps and CERT contribute. • National Preparedness program based on HSPD-8, National Preparedness Goal, and other documents.
C-CERT Program Development • Competitive 2-year Training Grant from DHS-G & T awarded 10/1/05. • Instructor cadre, draft Campus Annex and C-CERT Web site developed. • 3 pilot programs conducted and evaluated by SMEs. • Final course review, DHS course approval and certification in April 2007.
C-CERT “Train-the-Trainer” • Not intended to make you “master CERT instructors” to teach other CERT instructors. • Should prepare you to coordinate or teach basic CERT directly to your C-CERT members, or other basic CERT programs. • Currently no national standard curriculum or CERT instructor certification.
Training Prerequisites • Basic CERT or current CERT instructor are required. • IS-317 Introduction to CERT may be accepted in lieu of basic CERT. IS-317 does not equate to basic CERT training, but does familiarize participants with CERT terms and concepts. • IS-100 Introduction to Incident Command System (ICS) and IS-700 National Incident Management System is required.

Conducting CERT Training at your Campus • Various reasons for attending here, and different roles in C-CERT training back home. • OK—and encouraged—to use guest, adjunct or contractual instructors in a team approach. • Make sure all follow the CERT curriculum.
SUMMARY • Consider methods of working with your local Citizen Corps. • Develop an awareness of the National Preparedness Program. • Throughout the program consider how you will develop your C-CERT program. • Work to develop and improve your Train-the-Trainer skills.
