The Philippine NGO Coalition on the UN CRC is committed to promoting and monitoring the implementation of the UN Convention on the Rights of the Child in the Philippines. They engage in various initiatives, workshops, and advocacy efforts to advocate for policy change and strengthen child protection.

The Philippine NGO Coalition on the UN CRC composed of 16 local and international NGOs that commits itself to lead civil society efforts towards the State’s full implementation of the UN CRC. Specifically, to promote the UN Convention on the Rights of the Child (UN CRC) and monitor its implementation. This includes the utilization of the NGO Alternative Report and the Concluding Observations to advocate for change in policy and practice Philippine NGO Coalition on the UN CRC
Accomplishment • Workshop on the finalization of the handbook for NGOs on UN CRC reporting and monitoring; March 2012 • Printing and Dissemination of the Handbook; March 2012 (e-copy disseminated to members) and ongoing dissemination to other partners and networks • Workshop on the Popularization of the Concluding Observations; July 15, 2012; Printing October 2012
Accomplishment • Participation of the NGO Coalition in the drafting of the Child Protection Policy of the Department of Education; January-May, 2012 • Submission of the Coalition to UN Human Rights Council for the consideration in the UPR report of the Phil. Government • One day learning session on UPR with Coalition members – February 28, 2013 • Conducted the Policy Forum on the Local Council for the Protection of Children (LCPC) June 6, 2013 that recommends for Policy change in strengthening the LCPC • Forum-Workshop on Drafting the NGO Alternative Report on the International Covenant on Economic, Social and Cultural Rights - October 10, 2013
Accomplishment • Learning Session on the DSWD's 4Ps Program (Pantawid Pamilyang Pilipino Program), Conditional Cash Transfer - September 20, 2013. Result of this learning sessions will hopefully be used to further enhance a child-rights based analysis of the program and provide information for initial preparations for an advocacy and child rights monitoring agenda for 2014 in relation to the program.
Accomplishment • Learning session on OP3 within the coalition and formed the advocacy working group. Participated in Phil. Government level discussion on OP3. Coalition statement issued on OP3 • Preparations for a Round Table Discussion on the OP3 in collaboration with CRC Coalition Asia next week Nov 20, 2013
Accomplishment • Involving Children in their Own Protection - Orientation workshop) (preparatory to the training in Sri Lanka) - March 2-4, 2012, 2 days • Children Participation in Child Protection Training for children and NGO Coalition members (October 27-28 2012), some of the coalition members rolled out this training in their respective organizations in 2013 • Inclusion of the CRC monitoring role of children in training modules towards organizing of children's associations and groups by member NGOs July to present (ongoing)
Accomplishment • Capacity-building for facilitators of the Pre-consultation and consultation on the Economic, Social and Cultural Rights (ESCR) and the rights of the child • Pre-consultation with children on the implementation of the International Convention on Economic, Social and Cultural Rights (ESCR) and Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) - April 26 to May 15, 2013 • Consultation with children on the ESCR and CEDAW - May 19-21, 2013
Accomplishment • The Coalition gave an inputs for a joint submission of the alternative report for the International Covenant on Civil and Political Rights (ICCPR). Issues that were raised are corporal punishment as a form of discipline for children, child trafficking, and the amendment to the Juvenile Justice Welfare Act related to lowering the MACR. • Lobbying to oppose the lowering of the minimum age of criminal responsibility (MACR) - March to June, 2013. This effort contributed in the decision not to lower the MACR as per issuance of Republic Act 10630- An Act Strengthening the Juvenile Justice System in the Philippines. NGO coalition is part of the committee working for the development of Implementing Rules and Regulations (IRR) of RA 10630
Accomplishment • Participation of the Coalition in 5-Year Workplan of the ASEAN Commission for the Promotion and Protection of the Rights of Women and Children (ACWC), held at Jakarta, Indonesia • The NGO Coalition was one of the ASEAN civil society organizations (CSOs) that joined the consultation to work on the Joint Submission of inputs to the draft of the ASEAN Human Rights Declaration (AHRD). • Participation in the drafting of ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) declaration that adopted by ASEAN Ministerial meeting last Oct 2013
Other initiatives complement with Regional Program • CRC monitoring training for children (Oct 2013) sponsored by Child to Child project of Save the Children • Hosting of Study visits of partner coalition in Cambodia
Challenges • Integrating the Plan Asia regional programme activities within the Coalition Plan • Fund limitations of the Coalition/Plan to support in-country activities related to regional programme
