ARRA Strategy Address barriers to broad deployment of energy efficiency and renewable energy Access to Information • Create a one-stop-shop for actionable energy information • Access to Capital • Offer rebates and grant programs, provide financing mechanisms, and provide technical assistance through performance contracting program. Access to Services Develop the workforce for New Energy Economy jobs through training, certification, business expansion into underserved areas, and energy economy curricula.

Financing • CHFA Green Colorado Credit Reserve GCCR 15% Loan Loss Reserve for Main Street Efficiency Upgrade Loans • Green Business Loans For new manufacturing business operations for RE/EE • Clean Energy Financing Program (SB 184) Pending finance program to Colorado homeowners in amounts less than $12,500 for EE or RE. • Qualified Energy Conservation Bonds (QECB’s) • Taxable low interest bonds for the purpose of funding renewable energy and energy efficiency projects -$50MM+ • Property Assessed Clean Energy (PACE) Statewide PACE to avoid ballot initiative-HB1328 On hold
Energy Performance Contracting Schools and Public Entities achieve capital upgrades financed with energy savings GEO oversight Over 150 projects = $350 million in EE/RE projects. • Pre-qualify ESCOs • Standardize process and procedures • Standardize contract documents • ESCOs are under contract with the GEO and required to use standardized procedures and documents • On-going support from the GEO provided to projects
New Home Construction • CODES • Department of Local Affairs will be contact for IECC trainings and mentoring education • ENERGY STAR • GEO support for Energy Star New Homes to local partners • 2010 YTD 45% new homes are Energy Star • EPA Energy Star Partner of the Year Colorado 2008 and 2009
High Performance Building Program • Free technical assistance for new construction to public entities and schools • Fast growing list of projects: • BEST schools • LEED certified for state standards • BENEFITS : • Increases productivity of building occupants, • Decreases maintenance and utility expenses, • Provides an overall better building within the constraints of typical construction budgets.
Main Street Efficiency Program • Initiative will provide funds that will reduce energy costs in local businesses and create local jobs. • Municipalities, small businesses, non-profits, and local governments eligible to apply. • Large Grant and Small Grant programs to build local capacity for lighting upgrades and HVAC re-commissioning. • Training and technical support from GEO • Energy Tracking Program
Industrial Challenge • Targeted at the state’s 100 largest energy users. • Commitment to implement all measures with a 5 year payback or less. • Implementation Partners: SWEEP, CSU Industrial Assessment Center, Rocky Mtn. CHP Center. • Launched in January 2010.
Renewable Energy Development Infrastructure Report • Lists strategies for Electric Sector • #1: Greatly increase investment in demand-side resources (energy efficiency, demand-side management, demand response, and conservation). • REDI report has 5 additional strategies
Energy Efficiency Community Block Grants • A Path Forward for Communities: • Direct from DOE to 20 Colorado cities: • $ 24,770,700 • Direct from DOE to 10 Colorado counties: • $ 8,254,500 • Direct from DOE to 2 Colorado Indian tribes: • $ 146,900 • DOE funds to GEO statewide distribution $9,593,500
GEO Support for EECBG • GEO provides support for planning & implementation assistance for EECBG “Direct” Cities and 10 Counties • For 52 Rural Counties -18 Community Energy Coordinators • Competitive Selection Process for Regions • CEC Create a Regional Strategy with Advisory Board • Provide "in the trenches" implementation • Local support for GEO programs and other resource issues- waste, water and transportation • GEO provides training and technical support
