Ohio Children’s Trust Fund • State public funding mechanism for primary and secondary child abuse and neglect prevention. • Primary prevention = for the general public; designed to strengthen and support families, prevent child abuse and neglect before it occurs. • Secondary prevention = targeted to individuals or families having risk factors for child abuse and neglect.

  3. Funding • Fees from $3.00 surcharge on birth & death certificates and from an $11.00 fee on divorce and dissolution filings. • Allocation from state based on the number of children in county. • SFY 2009 = $165,357

  4. Services Funded by CTF • Nurturing Program for Teen Parents and Their Families • Childhood Sexual Abuse Prevention • Parenting Skills for Homeless Teen Parents • Case Management services to homeless • Anger Management and Parenting Classes

  5. Services continued • Parent-Infant/Toddlers of Teens • Literacy Support to Prevent Child Abuse and Neglect • Parenting Education • Violence Prevention for Sheltered Children

SFY 2009 State Plan Changes • The Ohio Children’s Trust Fund Board is redesigning the process • Established a partnership with the Ohio Family and Children First Council • Adoption of the HB 289 process • Enacted to increase accountability for state and local FCFC’s • Streamline planning process at the state and local levels • Enhance cohesive reporting structure and mechanism • Engage multiple partners

  7. SFY 2009 State Plan Changes • All County Family and Children First Councils are being asked to incorporate the functions of the local Children Trust Fund Advisory Board within their Councils • Montgomery County Family and Children First Council has approved to serve as the local oversight body of the local Children Trust Fund
