The WaterTime decision aid model • Decisions regarding water public services should not be left to municipalities and operators • Other stakeholders such as users and environmental associations must be given some room • A decision process involving all stakeholders leads to a more sustainable decision WaterTime Final Conference – 25 november 2005
Why such a model is so important ? • Users and environmental associations are knocking at the door • The switch of water services from not-oriented profit services to services that should balance their expenses and theirs revenues • The high number of water resources conflicts involving environmental associations • Crisis of representation met by traditional elected local authorities WaterTime Final Conference – 25 November 2005
Lessons from French history of water services • The participation of users is not needed as long as water services are not profit oriented • The users are tax payers first and their interests are represented by elected authorities responsible for organising the water services WaterTime Final Conference – 25 November 2005
