WIA Youth Contract • By Law Youth Services Must Be Contracted Out • Last Bid Out in 2008 (City/County Won) • Current Contract Ends 6/30/13 • RFP Process to Start in September • Need 1-2 Youth Council Members to Serve on Selection Committee
Strategic Planning Session • Issue: There is/will be Increasing Demand for Middle-Skill Job Seekers (2 year degree or certificate holders) • Issue: Parents & Policy Makers Advocate for Youth to Earn 4 year degrees • Need: Advocacy for Middle-Skill Career Paths in the Alexandria & Arlington
Example • Construction Career Pathways Advocacy Project • Goal: “To ensure that all potential career candidates, career influencers, and policy leaders are made aware of the benefits and income potential of the construction industry and the career pathway infrastructure available at Alexandria’s and Arlington’s Public Schools, One-Stop Employment Centers, and Northern Virginia Community College.” • Co-Lead: Jim Egenrieder, Arlington Public Schools/Virginia Tech, Arlington Chamber of Commerce Education/Workforce Committee Chair • Potential Partners: Cannon Design, NVCC, Turner Construction
Goal Foster awareness of middle-skill career pathways to “in-school” and “out-of-school” youth, their parents, and policy holders by helping the public education/workforce development system and businesses align curriculum with the needs of the regional economy.”
Tasks • Identify 1-3 middle-skill occupations that are currently/will be in demand • Map the compensation and benefits tied to each occupation • Catalog the local career pathway components and ensure that they meet employer specifications (3-5 employers per occupation) • Encourage employers to test internships and job shadowing opportunities • Identify the stakeholders that influence a potential candidate’s career selection • Develop and deliver “employer backed” messaging that advocates for the career pathways to local potential career candidates, career influencers, and policy leaders • Develop an evaluation process that measures the success of this effort
Timing • Youth Council Input/Recommend Occupations: 2/16/12 • Secure Employers to Participate in Effort: 3/30/12 • Map Compensation/Benefits/Career Pathway: 4/27/12 • Develop Messaging: 5/25/12 • Deliver Messaging: Summer/Fall ‘12 • Evaluate Success: TBD
