2. Program Background Fort Riley is experiencing a significant population growth
and with it a need for new facilities. This increase is driven by three Army initiatives. The 2005 Base Realignment and Closure (BRAC), the Integrated Global Posturing and Base Stationing (IGPBS) and the Grow the Army (GTA) initiatives will bring Soldiers and family members to the Installation. The majority of this population increase is due to the 1st Infantry Division being re-stationed from Germany and the re-creation
of 1st Infantry Brigade Combat Teams (IBCT). The projects associated with this program will provide essential living and working and community facilities to support this and several other BRAC and IGPBS re-stationing actions. To ensure a smooth transition for Soldier’s, a Construction Integration Services (CIS) Program was established.
