Panorama Families are: • Outraged • Angry & upset • Distrustful • Worried They want: • Reassurance & support • Accountability • Culture change – valuing people
Government policy: Individualised and person centred Local Outcome focused Value for money Not institutional Community based Open Winterbourne View: Not individualised or person centred Out of area No outcomes Generating profits for private company shareholders (£3500 per week) Institutional Industrial estate Closed The gap between policy & practice
Why? • Local, person centred support is not developed • Lack of long term planning & strategic commissioning- including housing • Places purchased ad hoc, in crisis • CQC register these services • Once people go in it is hard for them to move on – lack of proper reviews & monitoring outcomes • People with learning disabilities & family carers are disempowered • Safeguarding is not working • Incentive for private providers is profit!
What needs to change? • Focus on prevention & local service development • Commissioning (it is not purchasing!) • Registration & Monitoring • Data collection that is useful • Clearer lines of ACCOUNTABILITY Collective responsibility what will YOU do about it
What next? Action plan -short, medium and long term • Leadership investment at national and local level • Co-production People with learning disabilities & families engaged and supported at every level in co-production
Is there the will to make the investment needed to end this cycle of abuse? ?
