Problem and Solution • Problem:The Warfighter is not getting cost effective, timely, synchronized delivery joint capability • Programs developed in stovepipe acquisition process; multiple governance and management activities overseeing progress; lack of “joint” perspective in tradeoff analysis • Processes are not structured to support cross-cutting, department-wide development efforts • Lack of integrated configuration management, systems engineering and integration • Solution:Re-orient our processes to deliver the capability with speed demanded by the warfighter • Assign responsibility and authority to a Capability Portfolio Manager (CPM) for providing a complete capability for the Department • Provide COCOM greater influence over capability development and acquisition through CPM and C2CIB constructs • Re-orient DoD processes around joint capability portfolios • Allocate resources and align processes to achieve the Warfighter’s objectives “…the outcome we must achieve: fundamentally joint, network-centric, distributed forces…” former SecDef Donald Rumsfeld
JC2 Capability Portfolio Management (JC2 CPM) • CPM: • Ensures portfolio is aligned with strategic objectives • Ensures capability mix in portfolio is optimized to meet warfighters’ needs • Integrates solutions & capabilities - • Requirements Prioritization and Development • Solutions Development • Capability Development: Doctrine, Organization, Training, Material, Leadership, Education, Personnel, Facilities • USJFCOM as JC2 CPM: • Represents the Combatant Commanders warfighting perspective • Leverages Service and Agency teaming for Joint Solutions • Prioritizes command and control resources across the capability portfolio • Executes a “persistent” integration capacity to resolve urgent warfighter needs • Develops optimum C2 capability decisions across C/S/A C2 capability domain JC2 Capability Portfolio Management (CPM) Mission: Deliver integrated joint C2 capabilities, improve interoperability, identify and capture efficiencies, reduce capability redundancies and gaps, and increase joint operational effectiveness.
