How we paid our bills in FY13 • Federal funding 19% • State general revenue funding 9% • Trust Funds, Special Fees, Fines 72% (includes outgoing grants, remedial/corrective actions using RATF, PCTF, PSTTF and mine reclamation work)
Fiscal “rules” • You do not budget for merit pay and unplanned payouts – this is absorbed in “salary savings” from vacancies • Additional revenue for salary increases is only available for those positions on general revenue – fee and federally funded increased are funded through cost shifts • For special funds, we attempt to keep 3-years worth of operating revenue so we have time to respond to funding shortfalls - closely monitor spending and revenue • Reductions in federal monies CANNOT be covered using any state monies – recent furloughs • “Need to have” vs “nice to have” • Cash flow problems
2014 Fiscal Session • Budget request was flat – as directed by the Governor’s Office • Monitoring legislative interest to cover the cost of the Affordable Care Act without having to take federal dollars • Cost of living increase for 14-15? • Legislative interest in ADEQ fees, fines and fund balances • Speeding needs elsewhere that might affect our funds (e.g. $125K to CIC)
Solid Waste • Funding sources – 8% of waste tire fees collected, solid waste permitting fees, 20% of Recycling fees, approx. $144,000 in general revenue, PCTF • 5% Reduction in use of Recycling fund monies will eat into balance but will not be a problem for a couple of years; impact will vary from year to year • Closely watching recycling fee revenue as we move away from landfilling • Post Closure Trust fund balance declining due to project spending
eWaste • Balance in eWaste Account growing as PCTF fees are still diverted for this use and $2.5M seems to be covering eWaste program costs. • When fees reverts back to PCTF there will be several years of eWaste monies available for use. • How much more money is needed to build out infrastructure vs. operating costs? • Dialogue prior to 2015 Legislative Session
Things to watch for • Change in governor, changes in policies and priorities, changes in ADEQ Mgmt? • EPA getting more involved in regulating solid waste • Legislature make–up: some impact but delegated programs have to meet minimum federal requirements • Routine dialogue with RSWMDDs has decreased over past couple of years – not sure why, but not good • Consensus recommendations are much easier to get through – we are all in this together
